on the organization of the educational process in part-time and part-time forms of education in educational organizations that implement the main professional educational programs of secondary vocational education;

on the organization of accelerated training in basic vocational educational programs of secondary vocational education;

on the organization of the implementation and protection of graduate qualification work in educational organizations implementing the main professional educational programs of secondary vocational education according to the training programs for mid-level specialists.

Guidelines for organizing the implementation and protection of graduate qualification work in educational organizations implementing educational programs of secondary vocational education according to the training programs for mid-level specialists

1. General Provisions

1.1. These Recommendations were developed in accordance with Federal Law of December 29, 2012 No. 273-ФЗ On Education in Russian Federation”, The Procedure for conducting the state final certification for educational programs of secondary vocational education, approved by order of the Ministry of Education and Science of the Russian Federation of August 16, 2013 No. 968, federal state educational standards (hereinafter - GEF) for secondary vocational education programs (hereinafter - STR) and the procedure for the organization and implementation of educational activities for educational programs of secondary vocational education, approved by order of Min hysteria of education and science of the Russian Federation of June 14, 2013 No. 464.

1.2. In accordance with the requirements of the Federal State Educational Standards for secondary vocational education programs, a professional educational organization and an educational institution of higher education that implements secondary vocational education programs (hereinafter the educational organization), in order to assess the degree and level of development of educational programs by students of secondary vocational education, must provide the state final certification procedure (hereinafter - GIA).

1.4. In accordance with the Federal State Educational Standard, the final qualification work (hereinafter - WRC) is an obligatory part of the GIA. GIA includes the preparation and defense of WRC (thesis, diploma project). According to the Federal State Educational Standard, the curriculum for the preparation and defense of WRC in the specialties is allocated, as a rule, to six weeks, of which four weeks are spent on the preparation of WRC and two weeks on the protection of WRC.

1.5. The purpose of WRC protection is to establish the conformity of the results of mastering by students of educational programs of secondary vocational education, corresponding to the requirements of the Federal State Educational Standard of secondary vocational education.

1.6. The State Examination Commission (hereinafter - SEC) is formed of teachers of an educational organization who have the highest or first qualification category; persons invited from third-party organizations: teachers with the highest or first qualification category, representatives of employers or their associations according to the profile of graduate training.

The composition of the HES is approved by the administrative act of the educational organization.

The head of the SEC is headed by a chairman who organizes and supervises the activities of the SEC, ensures the unity of requirements for graduates.

The GIA program, the requirements for final qualification works, as well as the criteria for assessing knowledge are approved by the educational organization after discussion at a meeting of the pedagogical council of the educational organization with the participation of the chairmen of the GEC.

The chairman of the State Educational Establishment of an educational organization shall approve a person who does not work in an educational organization, from among:

  • heads or deputy heads of organizations engaged in educational activities in the field of training graduates with a degree and (or) academic rank;
  • heads or deputy heads of organizations engaged in educational activities in the profile of training graduates with the highest qualification category;
  • leading specialists - representatives of employers or their associations on the profile of graduate training.

The head of the educational organization is the deputy chairman of the SEC.

1.7. A student who does not have academic debt and who has fully completed the curriculum or an individual curriculum for a masterable educational program of secondary vocational education is allowed to enter the GIA.

A prerequisite for admission to the State Academic Initiative (preparation and defense of WRC) is the submission of documents confirming the development of general and professional competencies by students in the study of theoretical material and practical training in each of the main types of professional activity.

1.8. The preparation and protection of WRC helps to systematize, expand the knowledge acquired during training in general professional disciplines, professional modules and consolidate the knowledge of a graduate in a profession or specialty when solving specific problems developed in the final qualification work, as well as to determine the level of preparation of a graduate for independent work and are aimed at checking the quality of knowledge and skills acquired by students, the formation of general and professional competencies that allow to solve the profession ionalnye task.

1.9. The state exam in a particular discipline determines the level of student's mastery of the material provided for in the curriculum, and covers the minimum content of this discipline established by the corresponding FSES SPO.

2. The definition of the theme of final qualification work

2.1. The topics of the WRC are determined by the educational organization and must meet the modern requirements of the development of high-tech branches of science, technology, production, economy, culture and education, and have a practice-oriented nature.

The student is given the right to choose the topic of WRC, including the proposal of their subject with the necessary justification for the appropriateness of its development for practical application. Moreover, the subject matter of the WRC should correspond to the content of one or several professional modules included in the educational program of open source software.

2.2. As a rule, the list of topics is developed by teachers of educational organizations and is discussed at meetings of specialized cycle commissions of an educational organization with the participation of chairpersons of the SEC. It is advisable to coordinate the list of topics with representatives of employers or their associations on the profile of training graduates in the framework of professional modules.

To prepare the WRC, the student is assigned a supervisor and, if necessary, consultants.

2.3. Examination for compliance with the requirements of the Federal State Educational Standard, the developed tasks at the WRC, the main indicators for assessing the results of the implementation and protection of work, is carried out at a meeting of the educational and methodical commission of the educational organization.

2.4. WRC should have relevance, novelty and practical relevance and be carried out, if possible, at the suggestions (orders) of enterprises, organizations, innovative companies, high-tech industries or educational organizations.

Completed final qualification work as a whole should:

  • correspond to the developed task;
  • include analysis of sources on the topic with generalizations and conclusions, comparisons and assessment of various points of view;
  • demonstrate the required level of general scientific and special training of the graduate, his ability and ability to put into practice the acquired knowledge, practical skills, general and professional competencies in accordance with the Federal State Educational Standard of Higher Education.

2.5. WRC is carried out by a graduate using personally collected materials, including during pre-diploma practice, as well as work on the completion of term paper (project).

2.6. When determining the topic of WRC, it should be borne in mind that its content can be based on:

  • on the generalization of the results of a coursework (project) completed earlier by a student, if it was carried out within the framework of the corresponding professional module;
  • using the results of previously completed practical tasks.

The choice of the topic of WRC for students is carried out before the start of practical training (undergraduate), due to the need to collect practical material during its passage.

3. Management of graduation qualification work

3.1. The list of graduation qualification papers, their assignment to students, the appointment of managers and consultants for individual parts of the WRC (economic, graphic, research, experimental, experimental, etc. parts) are carried out by the administrative act of the educational organization.

No more than eight graduates can be attached to each WRC leader at the same time.

3.2. The duties of the head of the WRC include:

  • development of tasks for the preparation of WRC;
  • development of a WRC plan together with students;
  • assisting the student in developing an individual work schedule for the entire period of the WRC;
  • advising the student on the content and sequence of the WRC;
  • assisting the student in selecting the necessary sources;
  • monitoring the progress of WRC in accordance with the established schedule in the form of regular discussions by the leader and the student of the progress of work;
  • assisting (advising a student) in the preparation of a presentation and report to protect WRC;
  • providing written feedback to WRC.

3.3. The task for each student is developed in accordance with the approved topic.

The task for the WRC is considered by the cyclic commissions, signed by the head of the WRC and approved by the deputy head of the line of activity.

3.4. In some cases, it is allowed to perform WRC a group of students. In this case, individual assignments are given to each student.

3.5. The assignment for the WRC is issued to the student no later than two weeks before the start of practical training (undergraduate).

3.6. Upon completion of the WRC training by the student, the leader checks the quality of work, signs it and, together with the assignment and his written review, transfers it to the deputy head of the line of business.

3.7. The recall of the head of the WRC indicates characteristics   the work, its strengths and weaknesses, as well as the student’s attitude to the performance of the WRC, the abilities shown (not shown) by him, the level of development of general and professional competencies, knowledge, skills of the learner demonstrated by him during the WRC, as well as the degree of independence of the student and his personal contribution to the disclosure of problems and the development of proposals for their solution. The review ends with a conclusion about the possibility (impossibility) of the WRC admission to protection.

3.8. The responsibilities of the WRC consultant include:

  • management of the development of an individual plan for the preparation and implementation of the WRC regarding the content of the consulted issue;
  • assisting the student in the selection of the necessary literature regarding the content of the issue being consulted;
  • monitoring the progress of WRC regarding the content of the consulted issue.

Hours of counseling are included in the general hours of the WRC leadership and are determined independently by the local acts of the educational organization. Recommended clock rates for WRC are given in Appendix 1.

4. The structure and content of the final qualification work

4.1. Requirements for the content, volume and structure of the WRC are determined by the educational organization. The volume of WRC is determined based on the specifics of the specialty. When performing WRC in the form of prototypes of products, products, etc., as well as creative works, the number of sheets of the settlement and explanatory note should be reduced without reducing the overall quality of the WRC.

4.2. Requirements for registration of WRC.

The decision on the format of registration of the WRC is made in accordance with the local regulatory documents adopted by the educational organization. For example, in accordance with the Quality Management System implemented in the educational organization, providing management of the projects existing in it.

The student can use computer-aided design and management systems (CAD) to complete the documentation for WRC.

Requirements for the design of the WRC must comply with the requirements of the Unified System for Technical Documentation and the Unified System for Documentation, GOST 7.32.-2001 "System of standards for information, library and publishing" Report on research work ", GOST 7.1.-2003" Bibliographic record. Bibliographic description ”, GOST 7.82.-2001“ Bibliographic record. Bibliographic description of electronic resources ”and (or) other regulatory documents (including QMS documents). Appendix 2 provides an example of recommended requirements.

5. Review of final qualification works

5.1. WRCs are subject to mandatory review.

5.2. External peer review of the WRC is carried out in order to ensure the objectivity of the assessment of graduate labor. Completed qualification works are reviewed by specialists on the subject of WRC from state authorities, the sphere of labor and education, research institutes, etc.

5.3. Reviewers of the WRC are determined no later than one month before the defense.

5.4. The review should include:

  • a conclusion on the compliance of the WRC with the declared topic and the assignment to it;
  • quality assessment of the implementation of each section of the WRC;
  • assessment of the degree of development of the questions posed and the practical significance of the work;
  • overall assessment of the quality of WRC implementation.

5.6. Making changes to the WRC after receiving the review is not allowed.

5.7. An educational organization, after reviewing the leader’s response and review, decides on the student’s admission to the defense and transfers the WRC to the GEC. The transfer procedure is determined by the local regulatory act of the educational organization.

6. The procedure for the defense of the thesis (project)

6.1. Persons who have completed a full course of study in one of the OPOP and successfully passed all previous certification tests provided for in the curriculum are allowed to protect the WRC.

The GIA program, the requirements for WRC, as well as the criteria for assessing knowledge approved by the educational organization, are brought to the attention of students no later than six months before the start of the GIA.

6.2. The issue of admission of the WRC (project) to protection is decided at a meeting of the cyclic commission, the willingness to protect is determined by the deputy head of the line of business and drawn up by order of the head of the educational organization.

6.3. An educational organization has the right to carry out preliminary protection of graduation qualification work.

6.4. Protection is carried out at an open meeting of the SES with the participation of at least two-thirds of its composition. Decisions of the SEC are taken at closed meetings by a simple majority of the members of the commission participating in the meeting, with the mandatory presence of the chairman of the SEC commission or his deputy. At equal number   The vote of the chair of the meeting of the GEC is decisive.

6.5. The decision of the SEC is drawn up in a protocol signed by the chairman of the SEC (in the absence of the chairman, by his deputy) and the secretary of the SEC and stored in the archive of the educational organization. The minutes are recorded in the minutes: the final assessment of the WRC, the awarding of qualifications and special opinions of the members of the commission.

6.6. Up to one academic hour per student is allocated for the protection of WRC. The protection procedure is established by the chairman of the SEC in agreement with the members of the SEC and, as a rule, includes the student’s report (no more than 10-15 minutes), reading feedback and reviews, questions of commission members, and student’s answers. The speech of the head of the WRC, as well as the reviewer, if he is present at the meeting of the GEC, may be provided.

6.7. During the report, the student uses prepared visual material illustrating the main provisions of the WRC.

6.8. When determining the assessment for the protection of WRC, the following shall be taken into account: the quality of the oral report of the graduate, fluency in the material of the WRC, the depth and accuracy of answers to questions, the opinion of the head and review.

6.9. The results of the WRC defense are discussed at a private meeting of the SEC and are evaluated by a simple majority of votes of the members of the SEC participating in the meeting, with the mandatory presence of the chairman of the commission or his deputy. With an equal number of votes, the opinion of the chairman is decisive.

6.10. Students who have not passed the GIA or received unsatisfactory results at the GIA pass the GIA no earlier than six months after passing the GIA for the first time.

6.11. To pass the GIA, a person who has not passed the GIA for a disrespectful reason or received an unsatisfactory assessment at the GIA is reinstated in the educational institution for a period of time established by the educational organization independently, but no less than provided for in the schedule of the GIA for the passage of the GIA of the corresponding educational program of STR

The repeated passage of the GIA for one person is appointed by the educational organization no more than two times.

6.12. The results of WRC protection are determined by the marks “excellent”, “good”, “satisfactory”, “unsatisfactory” and are announced on the same day after drawing up the minutes of the meeting of the GES in the established manner.

6.13. The procedure for conducting GIA for graduates from among persons with disabilities is regulated by section 5 of the Procedure for conducting the state final certification for educational programs of secondary vocational education and is carried out with organization taking into account the peculiarities of psychophysical development, individual capabilities and the state of health of such graduates.

7. Storage of graduation qualifications

7.1. Completed WRCs are stored after their protection in an educational organization. The storage period is determined in accordance with the List of typical management documents generated in the activities of organizations, indicating storage periods *. The recommended shelf life is five years after graduating from an educational institution.

7.2. The write-off of the WRC is made out by the relevant act.

7.3. The best WRC, which are of educational and methodological value, can be used as teaching aids in the classrooms of an educational organization.

7.4. At the request of the enterprise, institution, educational organization, the head of the educational organization has the right to authorize the making of copies of the graduates of the WRC.

Guidelines for the organization of the educational process in full-time and part-time and part-time forms of training in educational organizations that implement the main professional educational programs of secondary vocational education

1. General Provisions

1.1. These Recommendations were developed in accordance with Federal Law of December 29, 2012 No. 273-ФЗ “On Education in the Russian Federation” * (1) and federal state educational standards (hereinafter - the Federal State Educational Standard) for secondary vocational education programs.

1.2. GEF for secondary vocational education programs implemented by vocational educational organizations and educational institutions of higher education implementing secondary vocational education programs (hereinafter referred to as educational organizations) are a set of requirements that are mandatory for the implementation of educational programs in professions and specialties of secondary vocational education, and are the basis an objective assessment of the level of education and qualifications regardless OPM education.

1.3. Education in educational organizations is implemented in full-time, part-time or part-time * * (2) taking into account the needs and capabilities of the individual and depending on the amount of compulsory classes of a teacher with students.

1.4. Part-time and correspondence courses allow combining education with the professional work of the student.

1.5. Extramural and extramural studies involve students attending classes from two to four times a week and systematic classrooms (lectures, seminars, workshops, etc.) throughout the school year.

Extramural education combines the features of self-study and full-time study and is characterized by staging.

At the first stage, the student masters basic knowledge, skills, and competencies by studying the educational and methodical literature and other information resources (installation session), at the second stage, the teacher checks the material mastered by the student. These stages are usually determined in accordance with the schedule of the educational process of the educational program.

1.6. A combination of various forms of training and forms of education is allowed. The student has the right to study according to an individual curriculum.

1.7. The terms for secondary vocational education depending on the form of training (full-time, part-time and part-time) are set by the Federal State Educational Standard for specific professions, specialties of secondary vocational education.

For persons with vocational education, vocational training or practical experience in the profile of the specialty, profession, as well as related specialty, profession, the duration of training can be changed (reduced) if the requirements of the Federal State Educational Standard are compulsory. In this case, the educational organization develops individual curricula both for individual students and for the entire study group as a whole, if all students in the group are characterized by similar input general and professional competencies (hereinafter - OK and PC, respectively), determined by the educational organization independently on basis of incoming control.

1.8. Admission to study in part-time and part-time forms for educational programs of secondary vocational education is carried out on a generally accessible basis in accordance with the Procedure for admission to study in educational programs of secondary vocational education, approved by order of the Ministry of Education and Science of the Russian Federation of January 23, 2014 No. 36 .

2. Formation of a working curriculum of an educational organization that implements educational programs of secondary vocational education in full-time and part-time forms of education

2.1. The curriculum of an educational organization regulates the implementation order and is an integral part of the educational program of secondary vocational education.

An educational organization develops a curriculum for part-time and part-time forms of education independently on the basis of:

  • GEF for secondary vocational education programs;
  • sample programs academic disciplines   and professional modules (hereinafter - PM);
  • work programs of academic disciplines, professional modules, training and industrial practice.

2.2. The curriculum for part-time and part-time forms of education determines the following characteristics of the educational program of secondary vocational education:

  • oK and PC to be mastered;
  • volumes training load   in general, by year of study and by semester;
  • the list, the sequence of study and the volume of the academic load by types of studies in academic disciplines, postgraduate education and their component interdisciplinary courses, educational and industrial practice;
  • duration and duration of undergraduate practice;
  • distribution by years of study and semesters of various forms of intermediate certification in academic disciplines, PM (and their components);
  • forms of state final certification (hereinafter - GIA) (mandatory and provided by the educational organization), the amount of time allotted for the preparation and defense of final qualification work within the framework of the state final certification;
  • vacation volume by years of study.

When forming a curriculum, the following standards must be considered:

  • the maximum student workload, regardless of the form of education, is 54 academic hours per week, including all types of classroom and extracurricular workloads;
  • the maximum amount of classroom workload of students in the development of the educational program in part-time education is 16 academic hours per week;
  • the maximum volume of classroom teaching workload of students in mastering the educational program of secondary vocational education in absentia is usually at least 160 hours;
  • the maximum amount of classroom teaching load in part-time and part-time forms of training does not include training and production practice as part of the PM, implemented by students on their own with the presentation and subsequent protection of the report. It is recommended to conclude contracts, agreements on cooperation with the enterprise where the student is working, as well as provide the student with information from the enterprise, certificates, other documents confirming his OK and PC in the chosen specialty, profession and (or) document confirming his working the profession mastered as part of the educational program in obtaining secondary vocational education or entering previous professional activities;
  • the name of the disciplines and their grouping in cycles should be identical to the curriculum for full-time study, and the volume of hours of disciplines and interdisciplinary courses can be up to 70 and 30% of the volume of hours of full-time education for part-time and part-time forms, respectively. The discipline "Foreign language" is implemented throughout the entire period of study; in the discipline "Physical Culture" provides classes in the amount of at least two hours, which are held as installation. In these disciplines, the formation of an individual curriculum is allowed;
  • the implementation of term paper (project) is considered as a type of educational activity in the discipline (disciplines) of the professional cycle and (or) PM (modules) of the professional cycle and is implemented within the time allocated to its (their) study and in the amount provided for by the working curriculum for full-time education;
  • in the schedule of the educational process of the working curriculum, only industrial practice and undergraduate practice (for training programs for mid-level managers) are recorded, and in the section "Industrial practice" of the working curriculum, all types of practice provided for by the Federal State Educational Standard for specific mastering programs within the framework of secondary vocational education are recorded.

2.4. The educational organization, in relation to specific conditions, independently develops schedules of the educational process and determines the number of hours allocated to the study of disciplines, based on the specifics of the specialty / profession and the trained contingent.

2.5. When forming a curriculum, the time part of the variable part can be used to increase the amount of time allocated to disciplines and modules of the compulsory part, including for the development of additional OK and PC, to obtain additional skills and knowledge, competencies, or to introduce new disciplines, interdisciplinary courses and PM in accordance with the needs of employers, the needs and capabilities of students and the specifics of the educational organization, as well as for the procedure for conducting input control in the case of tea formation of an individual curriculum.

2.6. The curriculum should include: the schedule of the educational process; time budget summary; educational plan.

3. Organization and conduct of the educational process in part-time and part-time forms of education

3.1. In educational organizations, the beginning of the school year in full-time and part-time and part-time forms of training can be postponed to a later date. The end of the school year is determined by the working curriculum for specific mastering programs in the framework of secondary vocational education for part-time and correspondence courses (hereinafter - the working curriculum), which is developed by the educational organization.

3.2. The total duration of examination (laboratory examination) sessions in the academic year is set for full-time part-time study at the 1st and 2nd courses - no more than 10 calendar days, at subsequent courses - 20 calendar days; for part-time study at the 1st and 2nd courses - no more than 30 calendar days, at subsequent courses - no more than 40 calendar days.

3.2.1. Learning activities of students in full-time part-time form of training include training (lesson, practical lesson, laboratory lesson, consultation, lecture, seminar), independent work, implementation of the course project (work) (when mastering the training programs for mid-level specialists), practice, and also other types of educational activities defined by the curriculum.

3.2.2. The total duration of vacations for students in full-time and part-time form is established in accordance with the working curriculum of the educational organization for specific secondary programs vocational training.

3.3. The duration of compulsory training (classroom) classes in absentia should not, as a rule, exceed 8 hours per day.

3.3.1. The annual time budget for extramural studies is usually distributed as follows (except for the last course): holidays - 9 weeks, session - 4 or 6 weeks depending on the course, independent study of the training material - the rest of the time. In the last year, the time budget is distributed as follows: session - 6 weeks, undergraduate practice - 4 weeks, state final certification (GIA) - 4 or 8 weeks depending on the type of GIA, independent study of the training material - the rest of the time.

3.3.2. During extramural studies, the following types of educational activities are carried out: survey and installation classes, including lectures, practical and laboratory classes, term papers (projects) for middle-level specialist training programs, consultations, practical training, and other types of educational activities may also be conducted.

3.3.3. The main form of organization educational process in educational institutions, the correspondence form of training is a laboratory and examination session, which includes the whole range of laboratory and practical work, theoretical training and assessment activities (intermediate and final certification) (hereinafter referred to as the session), the frequency and timing of the session are set in the schedule of the educational process a working curriculum for specific mastering programs in the framework of secondary vocational education.

3.3.4. The session provides management of the educational activities of the student by correspondence courses and is conducted with the aim of determining:

  • the level of development of theoretical knowledge in a discipline or a number of disciplines, MDK and PM;
  • formation of OK and PC;
  • the ability to apply the obtained theoretical knowledge in solving practical problems and performing laboratory and practical work;
  • the availability of independent work skills with educational literature and other information resources, teaching materials.

A session, within the total time allocated to it, can be divided into several parts (session periods) based on the characteristics of the educational organization and the student population.

3.3.5. An educational organization can conduct installation classes at the beginning of each course. The duration of the installation classes is determined by the educational organization, and the time allotted to them is included in the total duration of the session in this course. If necessary, the educational organization can conduct installation classes in academic disciplines and professional modules, the study of which is provided for in the next course curriculum. For students of the first year of study due to the time allotted for consultations, installation classes on the basics of independent work can be conducted.

3.4. In part-time and part-time forms of education, the assessment of the quality of the development of the educational program of secondary vocational education includes current control of academic performance, intermediate certification and GIA of students and, if necessary, entrance control.

3.5. Current performance control is a control of the development of program material of academic disciplines, MDK, PM. To assess the personal achievements of students in accordance with the requirements of the relevant OPOP, funds of assessment tools are created to assess knowledge, skills and mastered OK and PC. The results of the current performance monitoring are recorded in training journals.

3.6. Intermediate certification of students ensures the operational management of the educational activities of students and its adjustment and is carried out in order to determine the conformity of the level and quality of student training with the requirements for the results of mastering the educational program, the availability of independent work skills.

The educational organization is independent in the choice of grades, form, order and periodicity of intermediate certification of students.

Interim certification can be carried out in the form of: an exam, a comprehensive exam in two or more disciplines and (or) interdisciplinary courses, PM (modules); test, final written class (classroom) test, term paper (project).

The number of exams in the school year should be no more than eight, and the number of tests - 10 (excluding tests for physical education). No other training activities should be planned on the day of the exam.

Students who have successfully passed certification (exams and (or) tests) in interdisciplinary courses, as well as those who have completed the practice within the framework of this module, are allowed to take the PM exam.

Set-off in academic discipline, interdisciplinary course, preparation and defense of term paper (project) are carried out due to the amount of time allocated for the study of academic discipline, interdisciplinary course.

In disciplines for which exams, tests and term papers (projects) are not provided, a final written classroom audit is carried out at the expense of the time allocated to the study of these disciplines. No more than three class hours per group are allocated for it. The verification of three works provides for one hour.

The results of intermediate certification are recorded in the documents provided for by the educational organization (statements, magazines, databases, etc.)

The form of intermediate certification is reflected in the working curriculum. The grounds for choosing forms of intermediate certification and other features should be reflected in the curriculum.

Entrance control is carried out in the case of the formation of an individual curriculum due to the time allotted to the variable part. To assess the personal achievements of students in accordance with the requirements of the relevant higher education curriculum, funds are created for evaluating tools that allow students to have knowledge, skills and mastered OK and PC and allow you to create an individual curriculum. The procedure for organizing and conducting input control is determined by the local regulatory act of the educational organization.

3.7. During the intersessional period, students in extramural studies carry out home test work, the number of which in the academic year is not more than ten, and in a separate discipline, MDK, PM - no more than two.

Home test papers are subject to mandatory review. By agreement with the educational organization, home control work and their review can be performed using all available modern information technologies.

0.5 academic hours are allotted for the review of control works in the disciplines of the cycles: general education, general humanitarian and socio-economic, mathematical and general natural sciences, professional (general); in the professional cycle, including general professional disciplines, PM and interdisciplinary courses - 0.75 academic hours.

Each test work is checked by the teacher in a period of not more than seven days. The total period of homework in an educational organization should not exceed two weeks. The results of the verification are recorded in the register of home examinations and in the student’s training card.

The teacher can conduct an interview on the work counted to clarify the issues that arose during the review. Additional payment for the interview is not provided.

Unlocked tests are subject to re-execution on the basis of a detailed review. Reviewing the re-performed examination and payment for re-reviewing is carried out in the general manner regulated by the local acts of the educational organization.

The educational organization has the right to allow admission for reviewing home control work performed outside the deadlines set by the educational process schedule, including during the session. In this case, instead of reviewing the home test papers, they may be given an oral reception (interview) directly during the session. One third of the academic hour per student is assigned to receive one test.

3.8. In the framework of educational programs of secondary vocational education, consultations are held, which can be group, individual, written, about which a corresponding explanation is made to the working curriculum,

3.8.1. In part-time education, consultations on the study group are planned at the rate of 4 hours a week and are reflected in the curriculum as a separate line.

3.8.2. In the correspondence course, consultations in all disciplines studied in this academic year are planned at the rate of 4 hours per year for each student and can be held both during the session and in the intersessional time. In the specialties / professions of secondary vocational education related to the seasonal nature of work, the number of hours for consultations can be increased, but not more than 6 hours per year for each student.

3.8.3. When conducting practice in part-time and part-time forms of training of an educational organization, one should be guided by the current regulatory legal documents of the Ministry of Education and Science of the Russian Federation. Practice is an obligatory section of educational programs of secondary vocational education and is a type of educational activity that provides practice-oriented training for students. Practice - a type of educational activity aimed at the formation, consolidation, development of practical skills and competencies in the process of performing certain types of work related to future professional activity * (3).

3.8.4. When implementing educational programs of secondary vocational education for the training of skilled workers (employees), the following types of practices are provided: educational and industrial (hereinafter - practice). Training and production practices are carried out by the educational organization during the development by students of professional competencies in the framework of professional modules.

In full-time and part-time training according to the program for the training of skilled workers (employees), the practice is implemented in the amount provided for full-time training. The educational practice is implemented by the student independently with the presentation and subsequent protection of the report in the form of an interview. In implementing the practice should be guided by paragraph 2.3 of these Recommendations. It should be borne in mind that students with work experience or working in a profession that corresponds to the qualifications obtained can be exempted from training on the basis of the provision of appropriate documentary evidence.

Industrial practice is, as a rule, obligatory (with the exception of cases of training according to individual curricula) for all students and precedes the state final certification. Manufacturing practice is implemented by a student under the training program for skilled workers (employees) in the amount of not more than four weeks.

3.8.5. When implementing educational programs of secondary vocational education for the training of mid-level specialists, the following types of practices are envisaged: educational and industrial (hereinafter - practice). Training and production practices are conducted by the educational organization during the development of learning PCs in the framework of the PM. Industrial practice includes the following stages: practice according to the profile of the specialty and undergraduate practice.

In full-time and part-time forms of study in educational organizations, the practice is implemented to the extent provided for full-time studies. All types of practices provided for by the Federal State Educational Standard for the training programs for mid-level specialists should be implemented.

Educational practice and practice in the specialty profile is implemented by the student independently with the presentation and subsequent protection of the report in the form of an interview. In implementing the practice should be guided by paragraph 2.3 of these Recommendations. It should be borne in mind that students who have work experience or work in positions that correspond to the qualifications obtained can be exempted from training practice and practice in the specialty profile on the basis of information provided from the place of work.

Undergraduate practice is mandatory for all students, held after the last session and preceded by the GIA. Undergraduate practice is implemented by students in the direction of an educational organization that implements professional training programs for mid-level specialists in the amount of not more than four weeks.

3.9. Features of the practice in educational organizations are reflected in the explanations of the working curriculum.

3.10. In educational organizations implementing training programs for skilled workers, part-time employees according to the Federal State Educational Standard, the training of qualified workers and state final certification includes the defense of final qualification work (final practical qualification work and written examination work). Mandatory requirements - compliance with the topics of the final qualification work with the content of one or more PM; final practical qualification work should be aimed at solving specific production problems. The execution and protection of the final qualifying work should be provided for in accordance with the Federal State Educational Standard.

The state exam is introduced at the discretion of the educational organization.

3.11. In educational organizations, the state final certification is carried out in accordance with Federal Law of December 29, 2012 No. 273-ФЗ “On Education in the Russian Federation” * (4), the Procedure for conducting the state final certification for educational programs of secondary vocational education, approved by order of the Ministry of Education and science of the Russian Federation of August 16, 2013 No. 968, as well as relevant local acts of the educational organization of secondary vocational education.

According to the Federal State Educational Standard, up to six weeks are allocated for specific mid-level specialist training programs. A mandatory requirement is the conformity of the topics of the final qualification work to the content of one or more PM and the solution of urgent problems in the mastered area of \u200b\u200bprofessional activity.

The state exam is conducted in accordance with GEF.

The implementation of a modular competency approach in educational organizations provides for the widespread use in the educational process of extramural and extramural and extramural forms of training interactive forms of conducting classes (computer simulations, business and role-playing games, analysis of specific situations, psychological and other trainings) in combination with extracurricular and independent work in order to form and develop OK and PC.

Detailed standards that define the requirements for the organization of the educational process in part-time and part-time forms of study in educational organizations that implement educational programs of secondary vocational education are developed independently by educational organizations.

4. The procedure for the implementation of the educational process in the correspondence form of training in professional educational organizations

4.1. In an educational organization that implements secondary vocational education programs, it is advisable to organize the educational process in the correspondence form of training on the basis of the following documents:

  • the schedule of the educational process of distance learning;
  • a working curriculum for specific training programs for workers, employees and mid-level specialists in correspondence courses;
  • working training programs in disciplines, PM with an indication of the list of home examinations and the timing of their implementation;
  • intersessional training schedules;
  • home audit trail journal.

4.2. The educational organization is developing an individual training schedule, which indicates the types of training activities, calendar dates for home control work and the session. This schedule is issued (sent) to students at the beginning of each academic year (semester).

4.3. Students on an individual training schedule are granted the right to additional paid leave in accordance with the Labor Code of the Russian Federation.

4.4. The current certificate-call form, which gives the right to provide guarantees and compensations to employees combining work with education, was approved by order of the Ministry of Education and Science of the Russian Federation of December 19, 2013 No. 1368.

4.5. The reference call is issued in such a way that the total duration of the leave does not exceed the period established by Article 174 of the Labor Code of the Russian Federation. Notification of the calendar dates of the session is sent personally to each successfully trained person no later than a month before its start, and a certificate-call - no later than two weeks before the session.

4.6. For students who, by the beginning of the session, have not completed the individual schedule of the educational process for valid reasons, the educational organization has the right to set a different deadline for it, and the student retains the right to additional paid leave provided for this session.

4.7. Students who arrived at the session without a certificate-call are allowed to carry out all types of educational activities in disciplines and interdisciplinary courses for which they successfully completed the home test assignments provided for in the curriculum, as well as to attend training classes in other disciplines, interdisciplinary courses and professional modules for with the exception of passing exams on them.

4.8. Not later than 10 days before the start of the session, a schedule for its holding is drawn up, which is approved by the head of the educational organization.

4.9. After the end of the session, a summary sheet of the final grades for the study groups is compiled.

4.10. Based on the results of the intermediate certification, a draft order of the head of the educational organization on the transfer to the next course of students who have passed the session is being prepared.

4.11. For students who have not completed the individual schedule of the educational process and are not transferred to the next course, the educational organization has the right to set specific deadlines for re-certification.

4.12. A graduate who has passed the state final certification in the prescribed manner is issued a document on education and qualification. Samples of such documents and their annexes, a description of these documents and annexes, the procedure for filling out, recording and issuing these documents and their duplicates are established by the Ministry of Education and Science of the Russian Federation * (5).

4.73. Students in organizations engaged in educational activities, by correspondence form of training, are provided with accommodation in dormitories for the period of passing the intermediate and final certification if such organizations have the appropriate specialized housing fund * (6).

These Recommendations were developed in accordance with the Federal Law of December 29, 2012 No. 273-ФЗ “On Education in the Russian Federation” (hereinafter - the Federal Law), the Procedure for the organization and implementation of educational activities in educational programs of secondary vocational education, approved by order of the Ministry of Education and Science of the Russian Federation dated June 14, 2013 No. 464, by federal state educational standards for secondary vocational education programs and other regulatory and legal documents of the Ministry of Education and Science of the Russian Federation.

Federal state educational standards (hereinafter referred to as GEF) for secondary vocational education programs (hereinafter referred to as STRs) implemented by professional educational organizations and educational institutions of higher education implementing programs of secondary vocational education (hereinafter referred to as educational organizations) are a set of requirements that are mandatory for educational programs Open source software, respectively, by profession and specialty, and are the basis for an objective assessment of the level of education and qualifications tion regardless of the form of education.

When developing these Recommendations, the norm was taken into account, according to which the educational levels (educational qualifications) established in the Russian Federation prior to the entry into force of Federal Law No. 273-FZ of December 29, 2012 “On Education in the Russian Federation” are equated with educational levels and educational qualifications established by this Federal Law in the following order: primary vocational education is equal to the level of secondary vocational education - training of skilled workers (service boiling) *.

I. General Provisions

1. These Recommendations determine the organization of accelerated training within the framework of the mastered educational programs of secondary vocational education - training programs for skilled workers (employees) and training programs for mid-level specialists.

2. Accelerated training within the educational programs of secondary vocational education is allowed for persons with secondary vocational education in the corresponding profile in the training programs for skilled workers (employees) or in the training programs for middle managers, as well as higher education, or for persons with a sufficient level of practical previous training and work experience.

3. Accelerated training is carried out according to an individual curriculum within the framework of a mastered educational program in accordance with local regulatory acts of an organization engaged in educational activities.

4. Accelerated training is carried out taking into account the knowledge, skills, general and professional competencies (hereinafter - OK and PC, respectively) obtained at the previous stage of training or in the framework of practical activities.

The educational organization independently determines the level of available training, including the assessment of practical skills, abilities and competencies, work experience, and also sets off the results of mastering by students of subjects, courses, disciplines / sections, interdisciplinary courses, professional modules, including for each type of practice, knowledge, skills, general and professional competencies, additional educational programs in other organizations engaged in educational activities, and develops ividualny curriculum of the educational program, providing for accelerated learning.

5. Accelerated training within the framework of training programs for skilled workers (employees) is allowed for persons who have completed education in other training programs for skilled workers (employees), which is confirmed by the relevant documents on education and qualifications, and is implemented in a shorter time compared to the full term mastering the educational program established by the Federal State Educational Standard by profession, the curriculum of this educational organization in the appropriate form of training.

6. Accelerated training in training programs for mid-level specialists is allowed for people who have secondary vocational education in other programs for training mid-level specialists, which is confirmed by the relevant documents on education and qualifications, and is implemented in a shorter time compared to the full period of development of the educational program established by the Federal State Educational Standard on a specialty, the curriculum of this educational organization in the form of education.

7. Accelerated training in educational programs of secondary vocational education - training programs for middle managers and training programs for skilled workers (employees) is allowed for people with higher education, which is confirmed by the relevant documents on education and qualifications and is implemented in a shorter time compared to full the period of development of the educational program established by the Federal State Educational Standard on a specialty / profession, the curriculum of this educational organization in the appropriate form of training.

8. In order to ensure the continuity and continuity of vocational education with accelerated training, it is recommended to take into account the results of mastering secondary programs general education   with in-depth study of individual academic subjects or with specialized training, as well as other educational programs, including higher education programs, continuing education programs, etc.

9. Accelerated training within the educational program of secondary vocational education is carried out taking into account the knowledge, skills, general and professional competencies obtained at the previous educational level or as part of practical activities and demonstrated to students applying for accelerated learning.

10. Accelerated training within the educational program of secondary vocational education is carried out on the basis of an application of a person who wishes to study according to an individual curriculum in accordance with clause 3 of part 1 of article 34 of the Federal Law “On Education in the Russian Federation”.

An application for accelerated learning according to an individual curriculum can be submitted upon admission to the educational organization (in the application for admission) or after enrollment by submitting a separate application to the head of the educational organization.

II. Organization of accelerated training within educational programs of secondary vocational education

11. The decision on the possibility of accelerated training in the ACT program is made by the educational organization on the basis of re-assignment of academic disciplines and (or) their sections, interdisciplinary courses, professional modules mastered in the course of previous training, including for each type of practice, knowledge, skills, general and professional competencies completed in the course of previous training and (or) the results of incoming control.

In educational organizations implementing programs of secondary vocational education, re-enrollment is carried out after the student is enrolled in accordance with the curriculum and documentation for the profession, specialty on the basis of educational documents and (or) qualifications or training documents.

The re-reading can be carried out by attesting the student in the form of an interview, testing or in some other form of assessment determined by the educational organization (see paragraph 5 of these Recommendations).

12. The results of certification of the student and the decision on the possibility of accelerated training in educational programs of secondary vocational education are documented by the administrative act of the educational organization.

13. The administrative act shall indicate the list and volumes of certified educational disciplines and (or) their sections, interdisciplinary courses, professional modules, types of practice, grades obtained, as well as the forms of intermediate certification (exam, test) in accordance with the working curriculum with a full term learning. In the administrative document, on the basis of the certification results, the term of study is established according to the individual curriculum within the educational program of secondary vocational education. Based on the results obtained, an individual student curriculum is developed.

14. Records of certified academic disciplines, interdisciplinary courses, professional modules and for each type of practice are entered in the student’s record book. When a student is transferred or expelled, these records are entered in the certificate, and at the end of the educational organization, in the annex to the diploma of secondary vocational education. At the same time, the names and volumes of certified educational disciplines, interdisciplinary courses, professional modules and each type of practice should be indicated in accordance with the working curriculum with a full training period.

15. It is allowed to make a positive decision on the possibility of accelerated training within the educational program of STRs with incomplete re-reading of the necessary training material. In this case, the administrative act should determine the schedule for eliminating the debt that arose during the transition to training under the accelerated educational program of STR.

If a student receiving an education according to an individual curriculum providing for accelerated education cannot continue studying under the indicated educational program (due to insufficient previous training and / or abilities or for other reasons), then he continues studying according to the curriculum of the corresponding year of study .

III. Individual curriculum development for accelerated learning

16. Accelerated training within the educational program of secondary vocational education is carried out on the basis of an individual curriculum, which forms an individual educational trajectory of the student **.

An individual curriculum is developed by an educational organization for one student or a group of students based on the results of a transfer (when forming an accelerated educational program of secondary vocational education) and (or) the results of an analysis of previous practical training, student's abilities, his work experience.

The number of exams and tests in the process of intermediate certification of students with accelerated training within the framework of the educational program of secondary vocational education is established by the educational organization independently and is regulated by local regulations.

An educational organization has the right for students to provide a combination of different forms of training. In this case, the implementation of the educational program of secondary vocational education is carried out on the basis of an individual curriculum that is developed by an educational organization for one student or group of students and approved by the head of the educational organization.

An individual curriculum should provide for the amount of training time for all components of the compulsory and variable part of the cycles, sections of the educational program of secondary vocational education in accordance with the Federal State Educational Standard of Higher Education. The term for mastering the educational program of open source software is set by the educational organization.

1.3. Education in educational organizations is implemented in full-time, part-time or part-time * * (2) taking into account the needs and capabilities of the individual and depending on the amount of compulsory classes of a teacher with students.

1.4. Part-time and correspondence courses allow combining education with the professional work of the student.

Correspondence form - a form of training combines the features of self-study and full-time study and is characterized by stages.

At the first stage, the student masters basic knowledge, skills, and competencies by studying the educational and methodical literature and other information resources (installation session), at the second stage, the teacher checks the material mastered by the student. These stages are usually determined in accordance with the schedule of the educational process of the educational program.

1.6. A combination of various forms of training and forms of education is allowed. The student has the right to study according to an individual curriculum.

1.7. The terms for secondary vocational education depending on the form of training (full-time, part-time and part-time) are set by the Federal State Educational Standard for specific professions, specialties of secondary vocational education.

For persons with vocational education, vocational training or practical experience in the profile of the specialty, profession, as well as related specialty, profession, the duration of training can be changed (reduced) if the requirements of the Federal State Educational Standard are compulsory. In this case, the educational organization develops individual curricula both for individual students and for the entire study group as a whole, if all students in the group are characterized by similar input general and professional competencies (hereinafter - OKi PC, respectively), determined by the educational organization independently on the basis of incoming control.

1.8. Admission to study in part-time and part-time forms for educational programs of secondary vocational education is carried out on a generally accessible basis in accordance with the Procedure for admission to study in educational programs of secondary vocational education, approved by order of the Ministry of Education and Science of the Russian Federation of January 23, 2014 No. 36 .

2. Formation of a working curriculum of an educational organization that implements educational programs of secondary vocational education in full-time and part-time forms of education

2.1. The curriculum of an educational organization regulates the implementation order and is an integral part of the educational program of secondary vocational education.

An educational organization develops a curriculum for part-time and part-time forms of education independently on the basis of:

GEF for secondary vocational education programs;

Sample programs of academic disciplines and professional modules (hereinafter - PM);

Work programs of academic disciplines, professional modules, training and industrial practice.

2.2. The curriculum for part-time and part-time forms of education determines the following characteristics of the educational program of secondary vocational education:

Subject to development OK and PC;

The volume of the study load in general, by year of study and by semester;

The list, sequence of study and the volume of the academic load by types of studies in academic disciplines, postgraduate studies and their components interdisciplinary courses, educational and industrial practice;

Duration and duration of undergraduate practice;

Distribution by years of study and semesters of various forms of intermediate certification in academic disciplines, PM (and their components);

Forms of state final certification (hereinafter - GIA) (mandatory and provided by the educational organization), the amount of time allotted for the preparation and defense of final qualification work within the framework of the state final certification;

The volume of vacations by years of study.

When forming a curriculum, the following standards must be considered:

The maximum student workload, regardless of the form of education, is 54 academic hours per week, including all types of classroom and extracurricular workloads;

The maximum amount of classroom workload of students in the development of the educational program in part-time education is 16 academic hours per week;

The maximum amount of classroom workload of students in the development of an educational program of secondary vocational education in absentia is, as a rule, not less than 160 hours;

The maximum amount of classroom teaching load in part-time and part-time forms of education does not include training and production practice as part of the PM, implemented by students on their own with the presentation and subsequent protection of the report. It is recommended to conclude contracts, agreements on cooperation with the enterprise where the student is working, as well as provide the student with information from the enterprise, certificates, other documents confirming his OK and PC in the chosen specialty, profession and (or) document confirming his working the profession mastered as part of the educational program in obtaining secondary vocational education or entering previous professional activities;

The name of the disciplines and their grouping in cycles should be identical to the curriculum for full-time study, and the volume of hours of disciplines and interdisciplinary courses can be up to 70 and 30% of the volume of hours of full-time education for part-time and part-time forms, respectively. The discipline "Foreign language" is implemented throughout the entire period of study; in the discipline "Physical Culture" provides classes in the amount of at least two hours, which are held as installation. In these disciplines, the formation of an individual curriculum is allowed;

Implementation of term paper (project) is considered as a type of educational activity in the discipline (disciplines) of the professional cycle and (or) PM (modules) of the professional cycle and is implemented within the time allocated to its (their) study and in the amount provided for by the working curriculum for full-time education;

In the schedule of the educational process of the working curriculum, only practical training and undergraduate practice (for training programs for middle managers) are recorded, and in the section "Production practice" of the working curriculum, all types of practice provided for by the Federal State Educational Standard for specific mastering programs within the framework of secondary vocational education are recorded.

2.4. The educational organization, in relation to specific conditions, independently develops schedules of the educational process and determines the number of hours allocated to the study of disciplines, based on the specifics of the specialty / profession and the trained contingent.

2.5. When forming a curriculum, the time part of the variable part can be used to increase the amount of time allocated to disciplines and modules of the compulsory part, including for the development of additional OK and PC, to obtain additional skills and knowledge, competencies, or to introduce new disciplines, interdisciplinary courses and PM in accordance with the needs of employers, the needs and capabilities of students and the specifics of the educational organization, as well as for the procedure for conducting input control in the case of tea formation of an individual curriculum.

2.6. The curriculum should include: the schedule of the educational process; time budget summary; educational plan.

3. Organization and conduct of the educational process in part-time and part-time forms of education

3.1. In educational organizations, the beginning of the school year in full-time and part-time and part-time forms of training can be postponed to a later date. The end of the school year is determined by the working curriculum for specific mastering programs in the framework of secondary vocational education for part-time and correspondence courses (hereinafter referred to as the working curriculum), which is developed by the educational organization.

3.2. The total duration of examination (laboratory examination) sessions in the academic year is set for full-time part-time study at the 1st and 2nd courses - no more than 10 calendar days, at subsequent courses - 20 calendar days; for correspondence courses at the 1st and 2nd courses - no more than 30 calendar days, at subsequent courses - no more than 40 calendar days.

3.2.1. 3.2.2. The total duration of vacations for students in full-time and part-time form is established in accordance with the working curriculum of the educational organization for specific secondary vocational training programs.

3.3. The duration of compulsory training (classroom) classes in absentia should not, as a rule, exceed 8 hours per day.

3.3.1. The annual time budget for extramural studies is usually distributed as follows (except for the last course): holidays - 9 weeks, session - 4 or 6 weeks depending on the course, independent study of the training material - the rest of the time. In the last year, the time budget is distributed as follows: session - 6 weeks, undergraduate practice - 4 weeks, state final certification (GIA) - 4 or 8 weeks depending on the type of GIA, independent study of the training material - the rest of the time.

3.3.2. During extramural studies, the following types of educational activities are carried out: survey and installation classes, including lectures, practical and laboratory classes, term papers (projects) for middle-level specialist training programs, consultations, practical training, and other types of educational activities may also be conducted.

3.3.3. The main form of organization of the educational process in educational organizations in the correspondence form of training is a laboratory and examination session, which includes the whole range of laboratory and practical work, theoretical training and assessment activities (intermediate and final certification) (hereinafter referred to as the session), the frequency and timing of the session are set in the schedule of the educational process of the working curriculum for specific development programs in the framework of secondary vocational education.

3.3.4. The session provides management of the educational activities of the student by correspondence courses and is conducted with the aim of determining:

The level of development of theoretical knowledge in a discipline or a number of disciplines, MDK and PM;

OK and PC formations;

Ability to apply the obtained theoretical knowledge in solving practical problems and performing laboratory and practical work;

The presence of the skills of independent work with educational literature and other information resources, teaching materials.

A session, within the total time allocated to it, can be divided into several parts (session periods) based on the characteristics of the educational organization and the student population.

3.3.5. An educational organization can conduct installation classes at the beginning of each course. The duration of the installation classes is determined by the educational organization, and the time allotted to them is included in the total duration of the session in this course. If necessary, the educational organization can conduct installation classes in academic disciplines and professional modules, the study of which is provided for in the next course curriculum. For students of the first year of study, due to the time allotted for consultations, installation classes on the basics of independent work can be conducted.

3.4. In part-time and part-time forms of education, the assessment of the quality of the development of the educational program of secondary vocational education includes current control of academic performance, intermediate certification and GIA of students and, if necessary, entrance control.

3.5. Current performance control is a control of the development of program material of academic disciplines, MDK, PM. To assess the personal achievements of students in accordance with the requirements of the relevant OPOP, funds of assessment tools are created to assess knowledge, skills and mastered OK and PC. The results of the current performance monitoring are recorded in training journals.

3.6. Intermediate certification of students ensures the operational management of the educational activities of students and its adjustment and is carried out in order to determine the conformity of the level and quality of student training with the requirements for the results of mastering an educational program, the availability of independent work skills.

The educational organization is independent in the choice of grades, form, order and periodicity of intermediate certification of students.

Interim certification can be carried out in the form of: an exam, a comprehensive exam in two or more disciplines and (or) interdisciplinary courses, PM (modules); test, final written class (classroom) test, term paper (project).

The number of exams in the school year should be no more than eight, and the number of tests - 10 (excluding tests for physical education). No other training activities should be planned on the day of the exam.

Students who complete all established laboratory and practical works, term papers (projects) and who have a positive assessment based on the results of current performance monitoring, and in the case of part-time form of study, pass all home control tests are allowed to take an exam in a discipline, an interdisciplinary course, to a complex exam. work.

Students who have successfully passed certification (exams and [or] tests) in interdisciplinary courses, as well as who have passed the practice in the framework of this module, are allowed to take the PM exam.

Set-off in academic discipline, interdisciplinary course, preparation and defense of term paper (project) are carried out due to the amount of time allocated for the study of academic discipline, interdisciplinary course.

In disciplines for which exams, tests and term papers (projects) are not provided, a final written classroom audit is carried out at the expense of the time allocated to the study of these disciplines. No more than three class hours per group are allocated for it. The verification of three works provides for one hour.

The results of intermediate certification are recorded in the documents provided for by the educational organization (statements, magazines, databases, etc.)

The form of intermediate certification is reflected in the working curriculum. The grounds for choosing forms of intermediate certification and other features should be reflected in the curriculum.

Entrance control is carried out in the case of the formation of an individual curriculum due to the time allotted to the variable part. To assess the personal achievements of students in accordance with the requirements of the relevant higher education curriculum, funds are created for evaluating tools that allow students to have knowledge, skills and mastered OK and PC and allow you to create an individual curriculum. The procedure for organizing and conducting input control is determined by the local regulatory act of the educational organization.

3.7. During the intersessional period, students in extramural studies carry out home test work, the number of which in the academic year is not more than ten, and in a separate discipline, MDK, PM - no more than two.

Home test papers are subject to mandatory review. By agreement with the educational organization, home control work and their review can be performed using all available modern information technologies.

0.5 academic hours are allotted for the review of control works in the disciplines of the cycles: general education, general humanitarian and socio-economic, mathematical and general natural sciences, professional (general); in the professional cycle, including general professional disciplines, PM and interdisciplinary courses - 0.75 academic hours.

Each test work is checked by the teacher in a period of not more than seven days. The total period of homework in an educational organization should not exceed two weeks. The results of the verification are recorded in the register of home examinations and in the student’s training card.

The teacher can conduct an interview on the work counted to clarify the issues that arose during the review. Additional payment for the interview is not provided.

Unlocked tests are subject to re-execution on the basis of a detailed review. Reviewing the re-performed examination and payment for re-reviewing is carried out in the general manner regulated by the local acts of the educational organization.

The educational organization has the right to allow admission for reviewing home control work performed outside the deadlines set by the educational process schedule, including during the session. In this case, instead of reviewing the home test papers, they may be given an oral reception (interview) directly during the session. One third of the academic hour per student is assigned to receive one test.

3.8. In the framework of educational programs of secondary vocational education, consultations are held, which can be group, individual, written, about which a corresponding explanation is made to the working curriculum,

3.8.1. In part-time education, consultations on the study group are planned at the rate of 4 hours a week and are reflected in the curriculum as a separate line.

3.8.2. In the correspondence course, consultations in all disciplines studied in this academic year are planned at the rate of 4 hours per year for each student and can be held both during the session and in the intersessional time. In the specialties / professions of secondary vocational education related to the seasonal nature of work, the number of hours for consultations can be increased, but not more than 6 hours per year for each student.

3.8.3. When conducting practice in part-time and part-time forms of training of an educational organization, one should be guided by the current regulatory legal documents of the Ministry of Education and Science of the Russian Federation. Practice is an obligatory section of educational programs of secondary vocational education and is a type of educational activity that provides practice-oriented training for students. Practice - a type of educational activity aimed at the formation, consolidation, development of practical skills and competencies in the process of performing certain types of work related to future professional activity * (3).

3.8.4. When implementing educational programs of secondary vocational education for the training of skilled workers (employees), the following types of practices are provided: educational and industrial (hereinafter - practice). Training and production practices are carried out by the educational organization during the development by students of professional competencies in the framework of professional modules.

In full-time and part-time training according to the program for the training of skilled workers (employees), the practice is implemented in the amount provided for full-time training. The educational practice is implemented by the student independently with the presentation and subsequent protection of the report in the form of an interview. In implementing the practice should be guided by paragraph 2.3 of these Recommendations. It should be borne in mind that students with work experience or working in a profession that corresponds to the qualifications obtained can be exempted from training on the basis of the provision of appropriate documentary evidence.

Industrial practice is, as a rule, obligatory (with the exception of cases of training according to individual curricula) for all students and precedes the state final certification. Manufacturing practice is implemented by a student under the training program for skilled workers (employees) in the amount of not more than four weeks.

3.8.5. When implementing educational programs of secondary vocational education for the training of mid-level specialists, the following types of practices are envisaged: educational and industrial (hereinafter - practice). Training and production practices are conducted by the educational organization during the development of learning PCs in the framework of the PM. Industrial practice includes the following stages: practice according to the profile of the specialty and undergraduate practice.

In full-time and part-time forms of study in educational organizations, the practice is implemented to the extent provided for full-time studies. All types of practices provided for by the Federal State Educational Standard for the training programs for mid-level specialists should be implemented.

Educational practice and practice in the specialty profile is implemented by the student independently with the presentation and subsequent protection of the report in the form of an interview. In implementing the practice should be guided by paragraph 2.3 of these Recommendations. It should be borne in mind that students who have work experience or work in positions that correspond to the qualifications obtained can be exempted from training practice and practice in the specialty profile on the basis of information provided from the place of work.

Undergraduate practice is mandatory for all students, held after the last session and preceded by the GIA. Undergraduate practice is implemented by students in the direction of an educational organization that implements professional training programs for mid-level specialists in the amount of not more than four weeks.

3.9. Features of the practice in educational organizations are reflected in the explanations of the working curriculum.

3.10. In educational organizations implementing training programs for skilled workers, part-time employees according to the Federal State Educational Standard, the training of qualified workers and state final certification includes the defense of final qualification work (final practical qualification work and written examination work). Mandatory requirements - compliance with the topics of the final qualification work with the content of one or more PM; final practical qualification work should be aimed at solving specific production problems. The execution and protection of the final qualifying work should be provided for in accordance with the Federal State Educational Standard.

The state exam is introduced at the discretion of the educational organization.

3.11. In educational organizations, the state final certification is carried out in accordance with Federal Law of December 29, 2012 No. 273-ФЗ “On Education in the Russian Federation” * (4), the Procedure for conducting the state final certification for educational programs of secondary vocational education, approved by order of the Ministry of Education and science of the Russian Federation of August 16, 2013 No. 968, as well as relevant local acts of the educational organization of secondary vocational education.

According to the Federal State Educational Standard, up to six weeks are allocated for specific mid-level specialist training programs. A mandatory requirement is the conformity of the topics of the final qualification work to the content of one or more PM and the solution of urgent problems in the mastered area of \u200b\u200bprofessional activity.

The state exam is conducted in accordance with GEF.

4. The procedure for the implementation of the educational process in the correspondence form of training in professional educational organizations

4.1. In an educational organization that implements secondary vocational education programs, it is advisable to organize the educational process in the correspondence form of training on the basis of the following documents:

The graphics of the educational process of distance learning;

A working curriculum for specific training programs for workers, employees and mid-level specialists in correspondence courses;

Working training programs in disciplines, PM with an indication of the list of home examinations and the timing of their implementation;

Intersessional training timetables;

Home Test Log.

4.2. The educational organization is developing an individual training schedule, which indicates the types of training activities, calendar dates for home control work and the session. This schedule is issued (sent) to students at the beginning of each academic year (semester).

4.3. Students on an individual training schedule are granted the right to additional paid leave in accordance with the Labor Code of the Russian Federation.

4.4. The current certificate-call form, which gives the right to provide guarantees and compensations to employees combining work with education, was approved by order of the Ministry of Education and Science of the Russian Federation of December 19, 2013 No. 1368.

4.5. The reference call is issued in such a way that the total duration of the leave does not exceed the period established by Article 174 of the Labor Code of the Russian Federation. Notification of the calendar dates of the session is sent personally to each successfully trained person no later than a month before its start, and a certificate-call - no later than two weeks before the session.

4.6. For students who, by the beginning of the session, have not completed the individual schedule of the educational process for valid reasons, the educational organization has the right to set a different deadline for it, and the student retains the right to additional paid leave provided for this session.

4.7. Students who arrived at the session without a certificate-call are allowed to carry out all types of educational activities in disciplines and interdisciplinary courses for which they successfully completed the home test assignments provided for in the curriculum, as well as to attend training classes in other disciplines, interdisciplinary courses and professional modules for with the exception of passing exams on them.

4.8. Not later than 10 days before the start of the session, a schedule for its holding is drawn up, which is approved by the head of the educational organization.

4.9. After the end of the session, a summary sheet of the final grades for the study groups is compiled.

4.10. Based on the results of the intermediate certification, a draft order of the head of the educational organization on the transfer to the next course of students who have passed the session is being prepared.

4.11. For students who have not completed the individual schedule of the educational process and are not transferred to the next course, the educational organization has the right to set specific deadlines for re-certification.

4.12. A graduate who has passed the state final certification in the prescribed manner is issued a document on education and qualification. Samples of such documents and their annexes, a description of these documents and annexes, the procedure for filling out, recording and issuing these documents and their duplicates are established by the Ministry of Education and Science of the Russian Federation * (5).

4.73. Students in organizations engaged in educational activities, by correspondence form of training, are provided with accommodation in dormitories for the period of passing the intermediate and final certification if such organizations have the appropriate specialized housing fund * (6).

These Recommendations were developed in accordance with the Federal Law of December 29, 2012 No. 273-ФЗ “On Education in the Russian Federation” (hereinafter - the Federal Law), the Procedure for the organization and implementation of educational activities in educational programs of secondary vocational education, approved by order of the Ministry of Education and Science of the Russian Federation dated June 14, 2013 No. 464, by federal state educational standards for secondary vocational education programs and other regulatory and legal documents of the Ministry of Education and Science of the Russian Federation.

I. General Provisions

1. These Recommendations determine the organization of accelerated training within the framework of the mastered educational programs of secondary vocational education - training programs for skilled workers (employees) and training programs for mid-level specialists.

2. Accelerated training within the educational programs of secondary vocational education is allowed for persons with secondary vocational education in the corresponding profile in the training programs for skilled workers (employees) or in the training programs for middle managers, as well as higher education, or for persons with a sufficient level of practical previous training and work experience.

3. Accelerated training is carried out according to an individual curriculum within the framework of a mastered educational program in accordance with local regulatory acts of an organization engaged in educational activities.

4. Accelerated training is carried out taking into account the knowledge, skills, general and professional competencies (hereinafter - OK and PC, respectively) obtained at the previous stage of training or in the framework of practical activities.

The educational organization independently determines the level of available training, including the assessment of practical skills, abilities and competencies, work experience, and also sets off the results of mastering by students of subjects, courses, disciplines / sections, interdisciplinary courses, professional modules, including for each type of practice, knowledge, skills, general and professional competencies, additional educational programs in other organizations engaged in educational activities, and develops ividualny curriculum of the educational program, providing for accelerated learning.

5. Accelerated training within the framework of training programs for skilled workers (employees) is allowed for persons who have completed education in other training programs for skilled workers (employees), which is confirmed by the relevant documents on education and qualifications, and is implemented in a shorter time compared to the full term mastering the educational program established by the Federal State Educational Standard by profession, the curriculum of this educational organization in the appropriate form of training.

6. Accelerated training in training programs for mid-level specialists is allowed for people who have secondary vocational education in other programs for training mid-level specialists, which is confirmed by the relevant documents on education and qualifications, and is implemented in a shorter time compared to the full period of development of the educational program established by the Federal State Educational Standard on a specialty, the curriculum of this educational organization in the form of education.

7. Accelerated training in educational programs of secondary vocational education - training programs for middle managers and training programs for skilled workers (employees) is allowed for people with higher education, which is confirmed by the relevant documents on education and qualifications and is implemented in a shorter time compared to full the period of development of the educational program established by the Federal State Educational Standard on a specialty / profession, the curriculum of this educational organization in the appropriate form of training.

8. In order to ensure the continuity and continuity of vocational education with accelerated training, it is recommended to take into account the results of mastering secondary general education programs with in-depth study of individual subjects or with specialized training, as well as other educational programs, including higher education programs, continuing education programs and etc.

9. Accelerated training within the educational program of secondary vocational education is carried out taking into account the knowledge, skills, general and professional competencies obtained at the previous educational level or as part of practical activities and demonstrated to students applying for accelerated learning.

10. Accelerated training within the educational program of secondary vocational education is carried out on the basis of an application of a person who wishes to study according to an individual curriculum in accordance with clause 3 of part 1 of article 34 of the Federal Law “On Education in the Russian Federation”.

An application for accelerated learning according to an individual curriculum can be submitted upon admission to the educational organization (in the application for admission) or after enrollment by submitting a separate application to the head of the educational organization.

II. Organization of accelerated training within educational programs of secondary vocational education

11. The decision on the possibility of accelerated training in the ACT program is made by the educational organization on the basis of re-scribing of academic disciplines and (or) their sections, interdisciplinary courses, professional modules mastered in the course of previous training, including for each type of practice, knowledge, skills, general and professional competencies completed in the course of previous training and (or) the results of incoming control.

In educational institutions implementing programs of secondary vocational education, re-enrollment is carried out after the student is enrolled in accordance with the educational and program documentation for the profession, specialty on the basis of educational documents and (or) qualifications or training documents.

The re-reading can be carried out by attesting the student in the form of an interview, testing or in some other form of assessment determined by the educational organization (see paragraph 5 of these Recommendations).

12. The results of certification of the student and the decision on the possibility of accelerated training in educational programs of secondary vocational education are documented by the administrative act of the educational organization.

13. The administrative act shall indicate the list and volumes of certified educational disciplines and (or) their sections, interdisciplinary courses, professional modules, types of practice, grades obtained, as well as the forms of intermediate certification (exam, test) in accordance with the working curriculum with a full term learning. In the administrative document, on the basis of the certification results, the term of study is established according to the individual curriculum within the educational program of secondary vocational education. Based on the results obtained, an individual student curriculum is developed.

14. Records of certified academic disciplines, interdisciplinary courses, professional modules and for each type of practice are entered in the student’s record book. When a student is transferred or expelled, these records are entered in the certificate, and at the end of the educational organization, in the annex to the diploma of secondary vocational education. At the same time, the names and volumes of certified educational disciplines, interdisciplinary courses, professional modules and each type of practice should be indicated in accordance with the working curriculum with a full training period.

15. It is allowed to make a positive decision on the possibility of accelerated training within the educational program of STRs with incomplete re-reading of the necessary training material. In this case, the administrative act should determine the schedule for eliminating the debt that arose during the transition to training under the accelerated educational program of STR.

If a student receiving an education according to an individual curriculum providing for accelerated education cannot continue studying under the indicated educational program (due to insufficient previous training and / or abilities or for other reasons), then he continues studying according to the curriculum of the corresponding year of study .

III. Individual curriculum development for accelerated learning

16. Accelerated training within the educational program of secondary vocational education is carried out on the basis of an individual curriculum, which forms an individual educational trajectory of the student **.

An individual curriculum is developed by an educational organization for one student or a group of students based on the results of a transfer (when forming an accelerated educational program of secondary vocational education) and (or) the results of an analysis of previous practical training, student's abilities, his work experience.

The number of exams and tests in the process of intermediate certification of students with accelerated training within the framework of the educational program of secondary vocational education is established by the educational organization independently and is regulated by local regulations.

An educational organization has the right for students to provide a combination of different forms of training. In this case, the implementation of the educational program of secondary vocational education is carried out on the basis of an individual curriculum that is developed by an educational organization for one student or group of students and approved by the head of the educational organization.

An individual curriculum should provide for the amount of training time for all components of the compulsory and variable part of the cycles, sections of the educational program of secondary vocational education in accordance with the Federal State Educational Standard of Higher Education. 1. General Provisions

1.1. 1.2. According to the Federal State Educational Standard, the curriculum for the preparation and defense of WRC in the specialties is allocated, as a rule, to six weeks, of which four weeks are spent on the preparation of WRC and two weeks on the protection of WRC.

1.5. The purpose of WRC protection is to establish the conformity of the results of mastering by students of educational programs of secondary vocational education, corresponding to the requirements of the Federal State Educational Standard of secondary vocational education.

1.6. The State Examination Commission (hereinafter - SEC) is formed of teachers of an educational organization who have the highest or first qualification category; persons invited from third-party organizations: teachers with the highest or first qualification category, representatives of employers or their associations according to the profile of graduate training.

The composition of the HES is approved by the administrative act of the educational organization.

The head of the SEC is headed by a chairman who organizes and supervises the activities of the SEC, ensures the unity of requirements for graduates.

The GIA program, the requirements for final qualification works, as well as the criteria for assessing knowledge are approved by the educational organization after discussion at a meeting of the pedagogical council of the educational organization with the participation of the chairmen of the GEC.

The chairman of the State Educational Establishment of an educational organization shall approve a person who does not work in an educational organization, from among:

Heads or deputy heads of organizations engaged in educational activities in the field of training graduates with a degree and (or) academic rank;

Heads or deputy heads of organizations engaged in educational activities on the profile of training graduates with the highest qualification category;

Leading specialists - representatives of employers or their associations on the profile of training graduates.

The head of the educational organization is the deputy chairman of the SEC.

1.7. A student who does not have academic debt and who has fully completed the curriculum or an individual curriculum for a masterable educational program of secondary vocational education is allowed to enter the GIA.

A prerequisite for admission to the State Academic Initiative (preparation and defense of WRC) is the submission of documents confirming the development of general and professional competencies by students in the study of theoretical material and practical training in each of the main types of professional activity.

1.8. The preparation and protection of WRC helps to systematize, expand the knowledge acquired during training in general professional disciplines, professional modules and consolidate the knowledge of a graduate in a profession or specialty when solving specific problems developed in the final qualification work, as well as to determine the level of preparation of a graduate for independent work and are aimed at checking the quality of knowledge and skills acquired by students, the formation of general and professional competencies that allow to solve the profession ionalnye task.

1.9. The state exam in a particular discipline determines the level of student's mastery of the material provided for in the curriculum, and covers the minimum content of this discipline established by the corresponding FSES SPO.

2. The definition of the theme of final qualification work

2.1. The topics of the WRC are determined by the educational organization and must meet the modern requirements of the development of high-tech branches of science, technology, production, economy, culture and education, and have a practice-oriented nature.

The student is given the right to choose the topic of WRC, including the proposal of their subject with the necessary justification for the appropriateness of its development for practical use. Moreover, the subject matter of the WRC should correspond to the content of one or several professional modules included in the educational program of open source software.

2.2. As a rule, the list of topics is developed by teachers of educational organizations and is discussed at meetings of specialized cycle commissions of an educational organization with the participation of chairpersons of the SEC. It is advisable to coordinate the list of topics with representatives of employers or their associations on the profile of training graduates in the framework of professional modules.

To prepare the WRC, the student is assigned a supervisor and, if necessary, consultants.

2.3. Examination for compliance with the requirements of the Federal State Educational Standard, the developed tasks at the WRC, the main indicators for assessing the results of the implementation and protection of work, is carried out at a meeting of the educational and methodical commission of the educational organization.

2.4. WRC should have relevance, novelty and practical relevance and be carried out, if possible, at the suggestions (orders) of enterprises, organizations, innovative companies, high-tech industries or educational organizations.

Completed final qualification work as a whole should:

To correspond to the developed task;

Include analysis of sources on the topic with generalizations and conclusions, comparisons and assessment of various points of view;

Demonstrate the required level of general scientific and special training of the graduate, his ability and ability to put into practice the acquired knowledge, practical skills, general and professional competencies in accordance with the Federal State Educational Standard of Higher Education.

2.5. The WRC is carried out by a graduate using personally collected materials, including during the pre-graduation internship, as well as work on the completion of term paper (project).

2.6. When determining the topic of WRC, it should be borne in mind that its content can be based on:

On the generalization of the results of the course work (project) performed by the student before, if it was carried out within the framework of the corresponding professional module;

Using the results of previously completed practical tasks.

The choice of the topic of WRC for students is carried out before the start of practical training (undergraduate), due to the need to collect practical material during its passage.

3. Management of graduation qualification work

3.1. The list of graduation qualification papers, their assignment to students, the appointment of managers and consultants for individual parts of the WRC (economic, graphic, research, experimental, experimental, etc. parts) are carried out by the administrative act of the educational organization.

No more than eight graduates can be attached to each WRC leader at the same time.

3.2. The duties of the head of the WRC include:

Development of tasks for the preparation of WRC;

Development of a WRC plan together with students;

Assisting the student in the development of an individual work schedule for the entire period of the WRC;

Advising a student on the content and sequence of WRC implementation;

Assisting the student in selecting the necessary sources;

Monitoring the progress of WRC in accordance with the established schedule in the form of regular discussion by the leader and the student of the progress of work;

Assisting (advising a student) in the preparation of a presentation and report to protect the WRC;

Providing written feedback to WRC.

3.3. The task for each student is developed in accordance with the approved topic.

The task for the WRC is considered by the cyclic commissions, signed by the head of the WRC and approved by the deputy head of the line of activity.

3.4. In some cases, it is allowed to perform WRC a group of students. In this case, individual assignments are given to each student.

3.5. The assignment for the WRC is issued to the student no later than two weeks before the start of practical training (undergraduate).

3.6. Upon completion of the WRC training by the student, the leader checks the quality of work, signs it and, together with the assignment and his written review, transfers it to the deputy head of the line of business.

3.7. The response of the head of the WRC indicates the characteristic features of the work, its strengths and weaknesses, as well as the student’s attitude to the performance of the WRC, the abilities shown (not shown) by him, the level of development of general and professional competencies, knowledge, skills of the student, demonstrated by him during the performance of the WRC, are assessed, and also the degree of independence of the student and his personal contribution to the disclosure of problems and the development of proposals for solving them. The review ends with a conclusion about the possibility (impossibility) of the WRC admission to protection.

3.8. The responsibilities of the WRC consultant include:

Guidance on the development of an individual plan for the preparation and implementation of the WRC regarding the content of the consulted matter;

Assisting the student in the selection of the necessary literature regarding the content of the issue being consulted;

Monitoring the progress of the WRC regarding the content of the consulted issue.

Hours of counseling are included in the general hours of the WRC leadership and are determined independently by the local acts of the educational organization. Recommended clock rates for WRC are given in Appendix 1.

4. The structure and content of the final qualification work

4.1. Requirements for the content, volume and structure of the WRC are determined by the educational organization. The volume of WRC is determined based on the specifics of the specialty. When performing WRC in the form of prototypes of products, products, etc., as well as during creative work, the number of sheets of the settlement and explanatory note should be reduced without reducing the overall quality of the WRC.

4.2. Requirements for registration of WRC.

The decision on the format of registration of the WRC is made in accordance with the local regulatory documents adopted by the educational organization. For example, in accordance with the Quality Management System implemented in the educational organization, providing management of the projects existing in it.

The student can use computer-aided design and management systems (CAD) to complete the documentation for WRC.

Requirements for the design of the WRC must comply with the requirements of the Unified System for Technical Documentation and the Unified System for Documentation, GOST 7.32.-2001 "System of standards for information, library and publishing" Report on research work ", GOST 7.1.-2003" Bibliographic record. 5. Review of final qualification works

5.1. WRCs are subject to mandatory review.

5.2. External peer review of the WRC is carried out in order to ensure the objectivity of the assessment of graduate labor. Completed qualification works are reviewed by specialists on the subject of WRC from state authorities, the sphere of labor and education, research institutes, etc.

5.3. Reviewers of the WRC are determined no later than one month before the defense.

5.4. The review should include:

Conclusion on the relevance of the WRC to the declared topic and assignment to it;

Assessment of the quality of implementation of each section of the WRC;

Assessment of the degree of development of the questions posed and the practical significance of the work;

General assessment of the quality of WRC implementation.

5.6. Making changes to the WRC after receiving the review is not allowed.

5.7. An educational organization, after reviewing the leader’s response and review, decides on the student’s admission to the defense and transfers the WRC to the GEC. The transfer procedure is determined by the local regulatory act of the educational organization.

6. The procedure for the defense of the thesis (project)

6.1. Persons who have completed a full course of study in one of the OPOP and successfully passed all previous certification tests provided for in the curriculum are allowed to protect the WRC.

The GIA program, the requirements for WRC, as well as the criteria for assessing knowledge approved by the educational organization, are brought to the attention of students no later than six months before the start of the GIA.

6.2. The issue of admission of the WRC (project) to protection is decided at a meeting of the cyclic commission, the willingness to protect is determined by the deputy head of the line of business and drawn up by order of the head of the educational organization.

6.3. An educational organization has the right to carry out preliminary protection of graduation qualification work.

6.4. Protection is carried out at an open meeting of the SES with the participation of at least two-thirds of its composition. Decisions of the SEC are taken at closed meetings by a simple majority of the members of the commission participating in the meeting, with the mandatory presence of the chairman of the SEC commission or his deputy. With an equal number of votes, the vote of the chairman of the meeting of the GEC is decisive.

6.5. The decision of the SEC is drawn up in a protocol signed by the chairman of the SEC (in the absence of the chairman, by his deputy) and the secretary of the SEC and stored in the archive of the educational organization. The minutes are recorded in the minutes: the final assessment of the WRC, the awarding of qualifications and special opinions of the members of the commission.

6.6. Up to one academic hour per student is allocated for the protection of WRC. The protection procedure is established by the chairman of the SEC in agreement with the members of the SEC and, as a rule, includes the student’s report (no more than 10-15 minutes), reading feedback and reviews, questions of commission members, and student’s answers. The speech of the head of the WRC, as well as the reviewer, if he is present at the meeting of the GEC, may be provided.

6.7. During the report, the student uses prepared visual material illustrating the main provisions of the WRC.

6.8. When determining the assessment for the protection of WRC, the following shall be taken into account: the quality of the oral report of the graduate, fluency in the material of the WRC, the depth and accuracy of answers to questions, the opinion of the head and review.

6.9. The results of the WRC defense are discussed at a private meeting of the SEC and are evaluated by a simple majority of votes of the members of the SEC participating in the meeting, with the mandatory presence of the chairman of the commission or his deputy. With an equal number of votes, the opinion of the chairman is decisive.

6.10. Students who have not passed the GIA or received unsatisfactory results at the GIA pass the GIA no earlier than six months after passing the GIA for the first time.

6.11. To pass the GIA, a person who has not passed the GIA for a disrespectful reason or received an unsatisfactory assessment at the GIA is reinstated in the educational institution for a period of time established by the educational organization independently, but no less than provided for in the schedule of the GIA for the passage of the GIA of the corresponding educational program of STR

The repeated passage of the GIA for one person is appointed by the educational organization no more than two times.

6.12. The results of WRC protection are determined by the marks “excellent”, “good”, “satisfactory”, “unsatisfactory” and are announced on the same day after drawing up the minutes of the meeting of the GES in the established manner.

6.13. The procedure for conducting GIA for graduates from among persons with disabilities is regulated by section 5 of the Procedure for conducting the state final certification for educational programs of secondary vocational education and is carried out with organization taking into account the peculiarities of psychophysical development, individual capabilities and the state of health of such graduates.

7. Storage of graduation qualifications

7.1. Completed WRCs are stored after their protection in an educational organization. The storage period is determined in accordance with the List of typical management documents generated in the activities of organizations, indicating storage periods *. The recommended shelf life is five years after graduating from an educational institution.

7.2. The write-off of the WRC is made out by the relevant act.

7.3. The best WRC, which are of educational and methodological value, can be used as teaching aids in the classrooms of an educational organization.

7.4. At the request of the enterprise, institution, educational organization, the head of the educational organization has the right to authorize the making of copies of the graduates of the WRC.

Guidance and counseling - up to 26 hours;

Admission to protection up to 1 hour;

The chairman and members of the certification committee - 1 hour.

Hours can be revised in accordance with the specifics of the educational organization, approved by the relevant local act of the educational organization, but should not exceed the maximum number of hours per student.

A maximum of eight students can be assigned to each supervisor. At the consultation, no more than two hours per week should be provided for each student. The leadership of the final qualification work provides for no more than 16 hours without taking into account counseling (depending on the specifics and profile of preparation).

3. No more than eight students may be assigned to each reviewer.

4. The number of state certification commission of at least five people. The composition of the state certification commission should include representatives of the world of work, public organizations, associations, associations, etc.

5. The norms of hours can be revised in accordance with the specifics of the educational organization, approved by the relevant local regulatory act of the educational organization, but should not exceed the maximum permissible number of hours per student.

Appendix 2

WRC requirements

1. The structure and content of the final qualification work are determined depending on the profile of the specialty, the requirements of professional educational organizations and, as a rule, include: a settlement and explanatory note, consisting of: a title page; content; introduction; the main part; conclusions; list of sources used; applications (if necessary, an example of a task at the WRC is given in Appendix 3).

2. In the introduction, it is necessary to justify the relevance and practical significance of the selected topic, to formulate the goal and objectives, the object and subject of the WRC, the range of issues addressed. The volume of introduction should be within 4-5 pages.

3. The main part of the WRC includes chapters (paragraphs, sections) in accordance with the logical structure of the presentation. The title of the chapter should not duplicate the title of the topic, and the title of the paragraphs should be the name of the chapters. The wording should be concise and reflect the essence of the chapter (paragraph).

4. The main part of the WRC should contain, as a rule, two chapters.

The first chapter is devoted to the theoretical aspects of the studied object and subject of SRS. It contains an overview of the sources of information used, the regulatory framework on the topic of WRC. In this chapter, statistical data built in tables and graphs can be found.

5. The second chapter is devoted to the analysis of practical material obtained during practical training (undergraduate). This chapter contains:

Analysis of specific material on a selected topic;

Description of the identified problems and development trends of the object and subject of study based on the analysis of specific material on a selected topic;

Description of solutions to identified problems.

During the analysis, analytical tables, calculations, formulas, diagrams, charts and graphs can be used.

6. The final part of the WRC is the conclusion, which contains conclusions and proposals with their brief justification in accordance with the goal and objectives, reveals the significance of the results. The conclusion should not be more than five pages of text.

The conclusion underlies the student's defense report.

7. The list of sources used reflects the list of sources that were used when writing the WRC (at least 20), compiled in the following order:

Federal laws (in priority from last year   acceptance to the previous);

Decrees of the President of the Russian Federation (in the same sequence);

Decisions of the Government of the Russian Federation (in the same order);

Other regulatory legal acts;

Monographs, textbooks, teaching aids (in alphabetical order);

Foreign literature;

Internet resources.

8. Appendices may consist of additional reference materials of auxiliary value, for example: copies of documents, excerpts from reporting materials, statistics, charts, tables, diagrams, programs, provisions, etc.

The volume of the WRC should be 30-50 pages of printed text (without attachments). The text of the WRC should be prepared using a computer in Word, printed on one side of A4 white paper (210 x 297 mm), unless otherwise specified.

Recommendations are given on the organization of accelerated training in training programs for skilled workers (employees) and mid-level specialists. Such training is acceptable for people with secondary vocational education in the relevant profile or higher education, as well as for people with a sufficient level of previous practical training and work experience.

In fact, normative documents describing the system of higher education, shortened and accelerated programs are allowed. But who has the right to do them? What is the peculiarity of study? We will understand the concepts.

ACCELERATED PROGRAM

An accelerated training program is provided for those who decide to master the basic educational program in a shorter time. To switch to accelerated learning, you need to write a statement after successfully completing the first session (intermediate certification). Then the academic council of the university (faculty) decides whether the student can switch to accelerated learning. Then an order (or order) is issued, an individual training schedule is developed.

It is important to remember: the transition to accelerated learning is voluntary. A student at any time has the right to refuse an accelerated program and switch to a full program of study. On average, the period of study can be reduced by no more than one academic year.

REDUCED PROGRAM

An abbreviated training program can be organized by the university for those who already have secondary vocational education of the corresponding profile or higher vocational education. The transition to the program is also voluntary. Before applying to the selection committee, you need to find out if the university has shortened training programs. If so, are there specially formed groups (then enrollment will be made for the first year in such a group) or not - then you will be added to students who are already studying for subsequent courses.

The university itself makes a decision on the formation of groups studying in abbreviated programs. Features of training are prescribed in the rules of admission.

It is worth remembering that the period of study is reduced not due to the fact of having a previous education, but solely due to the re-certification (for people with higher education) and re-certification (for people with secondary education) of previously completed disciplines and the number of hours listened.

If you have a diploma of higher (incomplete higher) professional education, then:

Re-enumeration (that is, transfer of disciplines and grades on them from the previous diploma to the future) is subject to subjects similar in name and content to the disciplines in the curriculum of the selected university by at least 55 - 60%. Usually, the subjects of the humanitarian, socio-economic, mathematical, natural-science block and general professional disciplines that are similar in content are re-read. There is a reduction in training and production practice.

You can find out exactly which disciplines will be re-trained, and what will have to be passed at the selection committee or at the faculty. Before arriving at the university, be sure to bring along a diploma and an appendix to it, on the basis of which the issue of the number of disciplines rewritten will be decided.

After enrollment, an individual schedule will be drawn up with a complete list of disciplines that will need to be taken at certain times. An important condition: students studying in a shorter time, with intermediate certification during the school year, can take no more than 20 exams.

The term for the development of the reduced program is set depending on the profile of the previous higher education:

A profile that does not correspond to the education received is at least 3 years (full-time), at least 3.5 years (full-time (part-time) and part-time);
   - a profile corresponding to the education received - at least 2 years (full-time), at least 2.5 years (full-time (part-time) and part-time education);
   - for persons with a bachelor’s diploma and wishing to continue their studies in the specialty of the appropriate profile without interruption in study, at least 1 year (full-time), at least 1.5 years (full-time (part-time) and part-time);
   - for persons wishing to obtain a master's degree - at least 1.5 years.

It is worthwhile to be especially attentive to those who have an old-style diploma (issued before 1996). Most likely, the period of study will be increased compared to those who received a diploma of higher education recently. The fact is that in such diplomas, in addition to the lack of information about the studied hours, there are a number of subjects that are no longer in the modern curricula of universities (for example, disciplines of Marxist-Leninist orientation: “History of the CPSU”, etc.) - such disciplines are impossible will reload, therefore, the number of items that will need to be completed will increase.

NOTE!

A shortened training program can be implemented as accelerated (usually no more than 1 year).

The development of an abbreviated or accelerated program is voluntary. A student who for some reason does not cope with the study can at any time, upon application, be transferred to the full term of study in the corresponding main educational program (if there is one at the university and there are vacant places).

A university has the right to change the number, list and forms of entrance examinations as compared to those enrolled for the full period of study (usually universities are limited to interviews or testing).

When mastering a shortened educational program, the study of optional disciplines may not be provided; at the student’s personal request, previously studied disciplines can be re-certified and re-read as disciplines established by the university at the student’s choice.

In the absence of an appendix to the diploma, a student requests an academic certificate in an educational institution in which he received a higher or secondary vocational education, or a curriculum valid during the corresponding period. Otherwise, enrollment in a shortened study program is not possible.

The terms of study should be the same for both state and non-state universities with state accreditation. Therefore, the proposal to get a second higher education in one year should not be rejoicing, but seriously alarming: in this case, either the university does not have accreditation (and you will receive not a diploma of the state standard, but a diploma of diploma), or in the process of studying it turns out that you are allegedly “not in time »To report all the disciplines of the curriculum and extend the term of study (a frequent trick of some unscrupulous universities).

FOR GRADUATES OF COLLEGES

If you have a diploma of secondary vocational education, then:

An abbreviated program is possible only for those who have secondary education of the corresponding profile. In other words, for example, if you have a diploma in the specialty "Jurisprudence", you can only study shortly at a university only in the specialty "Jurisprudence". III. Formation of shortened and accelerated educational programs of secondary vocational education

15. The implementation of the shortened or accelerated educational program of secondary vocational education is carried out on the basis of an individual curriculum that is developed by an educational institution for a student or group of students on the basis of the results of transfer (when forming a shortened educational program of secondary vocational education) and (or) the results of the analysis of previous training and student abilities (in the formation of the accelerated educational program of the secondary profession cial formation). An individual curriculum is approved by the head of the educational institution.

An individual curriculum should provide for the amount of study time for all necessary components of the educational program of secondary vocational education (including for the discipline of the student’s choice) in accordance with the state educational standard   secondary vocational education in part of the State requirements for the minimum content and level of training of graduates in the specialty.

The number of exams and tests in the process of intermediate certification of students in training on shortened or accelerated educational programs of secondary vocational education is established by the educational institution.

16. Obtaining secondary vocational education under the reduced educational program on the basis of primary vocational education is carried out if the student has completed primary vocational education of the appropriate profile and secondary (complete) general education. The recommended reduction in the period of development of the educational program of secondary vocational education on the basis of primary vocational education of the corresponding profile is no more than 1 year.

17. Obtaining secondary vocational education under the reduced educational program if a student has specialized training, obtained in parallel with studying at a general educational institution, is carried out in accordance with the professional orientation of specialized training and the specialty of secondary vocational education. The recommended reduction in the period of development of the educational program of secondary vocational education on the basis of specialized training is no more than 1 year.

18. Obtaining secondary vocational education under the reduced educational program if a student has secondary vocational or higher vocational education (including incomplete secondary vocational or higher vocational education) is carried out both in accordance with and in case of inconsistency of the profiles of previous and received education. The reduction in the period of development of the educational program of secondary vocational education depends on the degree of affinity of the previous and received education and the completeness of the previous education and is established independently by the educational institution.

19. In the formation of an accelerated educational program of secondary vocational education, the recommended reduction in the period of study is not more than 1 year.
