The head of the educational institution should have basic concepts that allow him to understand, evaluate and explain the mechanisms of the educational institution as an open system that meets the challenges of the time with its changes. I. General Provisions

Council for the Introduction of New GEF General Education (hereinafter   - Tip)  created in accordance with the decision of the Pedagogical Council of the educational institution from ____ 200_g. № ... for the period of introduction of new federal state educational standards of general education for the purpose of information, consulting and scientific and methodological support of this process

The Council in its activities is guided by the Constitution of the Russian Federation, laws and other regulatory legal acts of the Russian Federation, laws and other regulatory legal acts of a constituent entity of the Federation, the Charter of a general educational institution, as well as this Regulation.

The composition of the Council is determined by the decision of the Pedagogical Council of the educational institution from among the most competent representatives of the teaching staff, administration, parents and representatives of the municipal education management body and approved by order of the director.

The Council is chaired by the chairman.

II. Council Objectives

The main tasks of the Council are:

Formation of the composition of working groups for the introduction of new federal state educational standards of general education at all levels of a general educational institution;

Nomination of project managers for the introduction of GEF of general education at all levels of a general educational institution;

Information and scientific and methodological support for the development and implementation of integrated and individual projects for the introduction of new federal state educational standards of general education at all levels of a general educational institution;

Examination of individual projects for the introduction of new federal state educational standards of general education at all levels of a general educational institution;

Examination of complex projects for the introduction of new federal state educational standards of general education at all levels of a general educational institution;

Approval of schedules for the implementation of complex projects for the introduction of new federal state educational standards of general education at all levels of a general educational institution;

Approval of the results of the examination of individual projects for the introduction of new federal state educational standards of general education at all levels of a general educational institution;

Presentation of information on the results of the introduction of new FSES of general education at all levels of a general educational institution.

Preparation of proposals to stimulate the activities of teachers in the development and implementation of projects for the introduction of new GEF of general education at all levels of a general educational institution.

III. Board Functions

The Council, in order to fulfill the tasks assigned to it:

Forms a list of criteria for expert evaluation of the results of teachers and their associations on the introduction of new FSES of general education at the levels of a general educational institution;

He is studying the experience of introducing new FSES of general education of other educational institutions;

It provides the necessary conditions for the implementation of design technologies with the introduction of new federal state educational standards of general education at the steps of a general educational institution;

Participates in the resolution of conflicts with the introduction of new GEF;

Periodically informs the pedagogical council about the progress and results of the introduction of new federal state educational standards of general education at the levels of a general educational institution;

Makes decisions within his competence on the issues under consideration.

IV. Council working order

The Council is a collegial body. General management of the Council is carried out by the chairman of the Council.

Chairman of the board:

Opens and leads meetings of the Council;

Signs, on behalf of and on behalf of the Council, requests, letters, resolutions of the Council;

Reports to the Pedagogical Council on the work of the Council;

At its first meeting, the Council elects the Secretary of the Council from among its members.

Council members are required to:

Express dissenting opinions in writing;

V. Rights of the Council

The Council has the right:

Submit for consideration by the Pedagogical Council issues related to the development and implementation of the project for the introduction of new FSES;

Submit proposals and draft decisions on issues within the competence of the Council;

To make proposals to the school principal and other members of the school administration on issues related to the conduct of the Council;

Demand from project managers the necessary certificates and documents related to the activities of the Council;

Invite to take part in the work of the Council of project developers;

Attract other specialists to carry out individual tasks.

VI. Council Responsibility

The Council is responsible for:

For the objectivity and quality of the examination of complex and individual projects for the introduction of new FSES of general education at all levels of a general educational institution in accordance with the developed criteria;

For the timely submission of information to the Pedagogical Council on the results of the introduction of new FSES of general education at all levels of a general educational institution;

For the quality and timeliness of information, consulting and scientific and methodological support for the implementation of individual projects for the introduction of new FSES general education;

For the timely implementation of the decisions of the Pedagogical Council relating to the introduction of new FSES of general education at all levels of a general educational institution, schedule schedules for the implementation of complex and individual projects for the introduction of new FSES of general education;

4. Rights

The deputy director for educational work at the initial stage of an educational institution has the right, within its competence:

4.1. Attend any classes held with elementary school students (without the right to enter the classroom after the start of classes without urgent need and make comments to the teacher during the lesson), warning the teacher the day before.

4.2. To give obligatory orders to teachers of the initial stage of an educational institution, to junior attendants.

4.3. Bring students to disciplinary action at the initial stage of an educational institution for misconduct that disorganizes the educational process in the manner prescribed by the rules on rewards and penalties.

  • in the development of educational policies and strategies of the school, in the creation of relevant strategic documents, in the development of a project for the introduction of a new generation of GEF;

  • in the development of any managerial decisions regarding educational activities and the methodological work of the initial stage of an educational institution;

  • in negotiating with partners of the school on educational and methodological work at the initial stage of the educational institution;

  • in the certification of teachers and the work of the pedagogical council, the Council on the introduction of the new generation of educational standards;

  • in the selection and placement of teaching staff at the initial stage of an educational institution.
4.5. Make suggestions:

  • about the beginning, termination or suspension of specific innovative projects at the initial stage of an educational institution;

  • to improve educational activities and methodological work;

  • on the encouragement, moral and material incentives of participants in educational activities at the initial stage of an educational institution.
4.6. To establish business contacts on behalf of the school with persons and organizations that contribute to the improvement of educational activities at the initial stage of an educational institution.

4.7. To request for the control and introduction of corrections the working documentation of various departments and individuals who are directly subordinate.

4.8. Accept acceptance of work performed by order of the educational institution by various performers (both from among its employees and from third-party organizations) for the initial stage of the educational institution.

4.9. To monitor and evaluate the progress and results of group and individual activities of teachers at the initial stage of an educational institution, to veto developments that are fraught with overloading students and teachers, worsening their health, violating safety precautions that do not include prevention, compensation and overcoming possible negative consequences.

5. Responsibility

5.1. For non-fulfillment or improper execution without good reason of the charter and rules of the school’s internal labor regulations, legal orders of the school principal and other local regulations, official duties established by this instruction, including for non-use of the rights granted by this instruction, as well as managerial decisions, entailing the disorganization of the educational process (for the low quality of the project of introducing new FSES of general education at the initial stage of general education institution; for the late submission to the Council on the introduction of new federal state standards of general education at the initial stage of a general educational institution; for the failure to fulfill the schedule for the implementation of a comprehensive project for the introduction of new federal state standards of general education at the initial stage of a general educational institution and the discrepancy between the quality of the results of federal state educational standards ) the deputy director for educational work at the initial stage of the educational institution bears a disciplinary response ness in the manner determined by labor legislation. For gross violation of labor duties, dismissal may be applied as a disciplinary punishment.

5.2. For the application, including one-time, of educational methods related to physical and (or) mental violence against the student’s personality, the deputy director for educational work at the initial stage of an educational institution may be relieved of his post in accordance with labor law and the Russian Law Federation "On Education". Dismissal for this misconduct is not a disciplinary measure.

5.3. For violation of fire safety, labor protection, sanitary and hygienic rules for the organization of the educational and methodological process, the deputy director for educational work at the initial stage of an educational institution is brought to administrative responsibility in the manner and in cases provided for by administrative legislation.

5.4. For causing damage to the school or participants of the educational process (including moral) in connection with the performance (non-performance) of their official duties, as well as the non-use of the rights granted by this instruction, the deputy director for educational work at the initial stage of the educational institution bears material liability in the procedure and to the extent established by labor and (or) civil laws.

6. Operation and communication

6.6. He systematically exchanges information on issues within his competence with pedagogical workers at the initial level of an educational institution, deputy directors, and the Council for the Introduction of a New Generation of Federal State Educational Standards.

6.7. Acts as the director and his deputies during their temporary absence (vacation, illness, etc.). The performance of duties is carried out in accordance with the legislation on labor and the charter of the school on the basis of the order of the director.

6.8. Transmits to the director the information received at meetings and seminars, immediately after its receipt.
