About student government

  1.   General Provisions

1.1. This provision on student government of the state budgetary professional educational institution of the Novosibirsk Region "Novosibirsk Aviation Technical College" (hereinafter referred to as the college) is developed in accordance with the Constitution of the Russian Federation, Law of the Russian Federation dated December 29, 2012 No. 273-ФЗ "On Education in the Russian Federation", legislation of the Russian Federation, regulatory legal acts of state authorities and local self-government bodies, the Charter of the College and the Model Regulation on the Student Council in an institution of higher professional education approved by the Council for the Development of Student Self-Government in Educational Institutions of Higher and Secondary Professional Education of September 29, 2006 No. 2.

1.2. In order to ensure the realization of the rights of students to participate in the management of the educational process, to solve important issues of the life of students, the development of their social activity, support and implementation of social initiatives, as one of the forms of self-government of the Technical School, a Student Council is created.

1.3. The Student Council is created as a permanent representative and coordinating body of college students and acts on the basis of the Regulation on student self-government adopted at the conference of students, the College’s Teaching Council and approved by order of the director of the college.

1.4. Each student has the right to elect and be elected to the Student Council in accordance with this Regulation.

1.4. The activities of the Student Council are aimed at all college students.

1.5. Student Council decisions apply to all students.

2.1. The objectives of the Student Council are:

The formation of a civic culture, an active civic position of students, promoting the development of their social maturity, independence, ability to organize themselves and self-development;

Ensuring the realization of the rights to students to participate in college management, assessing the quality of the educational process;

The formation of self-government skills among students, their preparation for competent and responsible participation in society.

2.2. The objectives of the Student Council are:

Attracting students to solve all issues related to the training of highly qualified specialists;

Development of proposals to improve the quality of the educational process, taking into account the scientific and professional interests of students;

Protection and representation of the rights and interests of students;

Assistance in solving educational, social and other issues affecting the interests of students;

Preservation and development of democratic traditions of students;

Assistance to college governing bodies in solving educational and scientific problems, in organizing students' leisure and everyday life, in promoting a healthy lifestyle;

Assistance to the structural units of the college in their activities as part of the educational process;

Carrying out work aimed at increasing the consciousness of students and their exactingness to the level of their knowledge, fostering a caring attitude to the property complex, patriotic attitude to the spirit and traditions of the college;

Informing students about college activities;

Strengthening relations between educational institutions of the Novosibirsk region, interregional and international relations;

Participation in the formation of public opinion about students as a real force and strategic resource for the development of Russian society;

Promoting the implementation of socially significant youth initiatives.

2.3. The activities of the Student Council can also be aimed at solving other problems determined by youth policy in the Novosibirsk region and the city of Novosibirsk.

3.1. In order to make a decision on the creation of the Student Council and the provisions on the student council, a Conference is convened, which can also make changes and additions to the regulation on the Student Council, hear and approve reports of the Student Council, determine priority directions for the activities of the Student Council, and decide on early suspension of the powers of the Student Council . The conference may decide other issues related to the activities of the Student Council.

3.2. The conference is held at least once a year. The date and time of the Conference, the norm of representation, as well as the agenda of the Conference are determined by the College Student Council.

3.3. The College Student Council must announce the convening of the Conference no later than one month before the conference.

3.4. Conference delegates are representatives from all study groups.

3.5. Conference delegates are elected at general meetings of group students by a simple majority vote at the rate of representation - three delegates from the study group.

3.6. Conference delegates are ex officio chairpersons and members of the current Student Council.

3.7. A conference is legally qualified if at least 2/3 of the number of delegates are present at it.

3.8. Decisions on issues submitted for discussion at the Conference shall be taken by a simple majority of votes of the delegates present, unless otherwise provided by this Regulation.

3.9. The College Student Council consists of the student council chairman and student council members.

3.10 The Student Council is elected for a period of 1 year, it may include at least 15 people.

3.10.1 The college organizes general elections of the chairman of the Student Council, which are held by the student election commission in accordance with the "Election Regulations", approved by the Order of the director of the college.

3.10.2 Meetings of the Student Council are held according to the plan and are drawn up in a protocol.

3.11. The college student council forms and approves the composition of sectors (commissions, committees, etc.), which may include:

Sector of educational and organizational and research work;

Cultural sector;

Dormitory sector;

Sector of civil-patriotic education;

Sports and fitness sector;

Sector of information relations, etc.

3.17. Sectors (commissions, committees, etc.) may include college students.

3.18. The composition of the commissions is formed by the election of each representative group of one representative. Elections are held by open vote on a majority of votes on an alternative basis, for a period of 1 year. The chairman is elected by a majority of votes at the organizational meeting of the commission and is a member of the Student Council. The Commission works in accordance with its plan approved by the Council. Commission meetings are held once a month.

4.1. The Student Council interacts with college management bodies based on the principles of collaboration and autonomy.

4.3. College management can attend student council meetings.

4.5. Representatives of the governing bodies make decisions on the life of the college, taking into account the views of the Student Council.

5.1. Student Council has the right:

Participate in the development and improvement of regulations affecting the interests of college students;

Participate in assessing the quality of the educational process, prepare and submit proposals to the college’s governing bodies for its optimization, taking into account the scientific and professional interests of students, adjusting the schedule of studies, the schedule of tests, exams, organizing production practices, creating favorable conditions for students' life and leisure;

Participate in solving social and financial issues affecting the interests of students, including the distribution of scholarship funds, grants and funds allocated for cultural events, sports and recreational activities, recreation and treatment;

To participate in the consideration of issues related to violations by students of academic discipline and internal rules of the college, as well as student dormitories;

Participate in the development and implementation of a system of rewarding students for achievements in various fields of educational and extracurricular activities, including those actively participating in the activities of the Student Council and the college’s public life;

Consider and participate in the proceedings of students' applications and complaints;

To request and receive in the prescribed manner from the college governing bodies the information necessary for the activities of the Student Council;

Make suggestions on how to use the material and technical base and facilities of the college;

Use in the prescribed manner the information available to the college governing bodies;

Appeal in the prescribed manner in higher bodies orders and orders affecting the interests of students;

In cases of violation and restriction of the rights and freedoms of students, as well as the rights of the Student Council, to make proposals to the college governing bodies on taking measures to restore the violated rights and applying disciplinary measures to the guilty persons;

Define and use legal forms of protest to protect the rights and freedoms of students, as well as the rights of the Student Council;

Take direct part in the planning, preparation, conduct and analysis of college extracurricular activities;

Take part in the work of councils (committees, commissions, etc.) created in college.

5.2. Student Council is required to:

To carry out work aimed at increasing the students 'awareness and exactingness to the level of their knowledge, fostering a careful attitude to the college's property complex, strengthening educational discipline and law and order in classrooms and dormitories, increasing students' civic identity, fostering a sense of duty and responsibility;

To work with students to implement the Charter and the internal rules of the college;

To assist college management bodies in the organization of educational activities;

Timely in the prescribed manner to consider all applications and appeals of students coming to the Student Council;

To carry out work in accordance with the Regulation and the plan of activities of the Student Council for the academic year;

Support socially significant student initiatives;

To contribute to the creation of the necessary social conditions, as well as conditions for study and relaxation of students;

Represent and protect the interests of students in front of college governing bodies, state bodies, public associations, other organizations and institutions;

Inform college governing bodies of the appropriate level about their activities.

6.1. College management bodies bear the costs necessary to support the activities of the Student Council.

6.2. To ensure the activities of the Student Council, college management bodies provide premises (classrooms), communications, office equipment and other necessary materials, facilities and equipment for free use.

6.3. The Student Council is responsible for planning, organizing and conducting Council meetings, for the work of commissions in areas, for maintaining the documentation required in the work.

1. General Provisions

1.1. The Student Council of the Federal State Budgetary Educational Institution of Higher Education "Russian Academy of National Economy and Public Administration under the President of the Russian Federation" (hereinafter referred to as the Student Council of the Academy) is a permanent representative collegial body of student self-government of the Academy, the activity of which is aimed at ensuring the realization of students' rights to participate in the management of the educational process, solving important issues the presence of students, the development of their social activity, support and implementation of social initiatives.

1.2. The Student Council of the Academy is not a legal entity, does not have an independent balance, its own accounts, and cannot acquire property and non-property rights and obligations on its own behalf.

1.3. In its activities, the student council of the Academy is guided by the Constitution of the Russian Federation, the legislation of the Russian Federation, the charter of the Academy, the rules of the internal regulations of the Academy, the concept of extracurricular activities (if any), these Regulations and other local regulatory acts of the Academy.

1.4. The Student Council of the Academy acts on the basis of the principles of voluntariness, transparency and equal rights of participants.

2.1. The main objectives of the student council of the Academy are:
̶ ensuring the implementation of the rights to students to participate in the management of the Academy, assessing the quality of the educational process;
̶ development and support of socially significant student initiatives of the Academy;
̶ the preservation and development of the traditions of students, the formation of a civic culture, an active civic position of students, the promotion of their social maturity, independence, ability to organize themselves and self-development;
̶ assistance in organizing the activities of student councils of branches of the Academy;
̶ development of general cultural competencies among students.

2.2. To achieve these goals, the student council of the Academy performs the following functions:
̶ develops proposals on the main areas of educational and extracurricular activities of the Academy and the mechanisms for their implementation, taking into account the problems of students by analyzing their current needs in the educational, scientific, cultural, social and organizational and everyday spheres;
̶ represents the opinion of students in the adoption by the Academy of local regulations affecting their rights and legitimate interests;
̶ assists in resolving issues and analyzing problems affecting the interests of students, finding ways and methods of solving them;
̶ assists the leadership of the Academy in resolving issues affecting the interests of students in organizing the educational process;
̶ participates in the formation of civic culture, an active civic position of students of the Academy;
̶ contributes to the preservation and development of the values \u200b\u200band traditions of mutual respect between students and employees of the Academy;
̶ assists in the development and implementation of personal and professional qualities of students of the Academy;
̶ organizes the participation of students in the scientific and innovative activities of the Academy;
̶ organizes the rest and leisure of students, holding cultural events;
̶ participates in the development of a system of rewarding students of the Academy for achievements in various fields of educational and extracurricular activities, including for active participation in the activities of the Student Council of the Academy, the scientific and public life of the Academy;
̶ helps to strengthen discipline in the academic buildings and dormitories of the Academy;
̶ contributes to the development of inter-university, inter-regional and international relations with student, youth and other public associations; Strengthening relations with student councils of branches of the Academy;
̶ participates in disciplinary commissions.

3.1. The Student Council of the Academy has the right:
̶ to make suggestions on improving local regulations affecting the interests of students;
̶ send representatives to participate in the consideration of issues related to violations by students of academic discipline and internal regulations of students of the Academy;
̶ to participate in the development of a system of encouraging students for achievements in various fields of educational and extracurricular activities, including those actively participating in the activities of the student council of the Academy, and the scientific and public life of the Academy;
̶ request and receive from the appropriate officers of the Academy in the prescribed manner the information necessary for the activities of the student council;
̶ take part in planning, preparing and conducting extracurricular activities of the Academy;
̶ in cases of violation and restriction of the rights and freedoms of students and graduate students, as well as the rights of the student council of the Academy, make proposals to the leadership of the Academy on taking measures to restore the violated rights and apply disciplinary measures to guilty persons.

3.2. The student council of the Academy is obliged:
̶ timely consider all applications and appeals of students coming to the student council;
̶ carry out work in accordance with this Regulation and the work plan of the student council of the Academy for the academic year;
̶ support socially significant student initiatives;
̶ contribute to the creation of the necessary social conditions, as well as conditions for study and relaxation of students;
̶ represent the interests of students in front of the relevant officials and structural units of the Academy in the prescribed manner;
̶ inform the authorized officials and structural units of the Academy about their activities and its results.

4.1. The student council of the Academy is created at general meetings of students of institutes, faculties, and college with the presence of at least half of the students of the corresponding structural unit (hereinafter - the unit) by voting for students of this unit - candidates for members of the student council of the Academy. The quantitative composition of the student council is determined on the basis of an equal number of representatives from each unit. Also, the chairman of the colleges living in student dormitories of the RANEPA No. 1, No. 2, No. 3 are included in the student council of the Academy.

4.2. Student Council elections are direct and open. All students of the corresponding division are eligible to participate in the elections.

4.3. A student who has a disciplinary sanction or is on academic leave does not have the right to be elected to the student council of the Academy.

4.4. Elections are held every year, during the first semester of the school year until December 1 or during the second semester of the school year until March 1. At the initiative of students in the relevant structural unit can be held early elections of representatives from the unit.

4.5. The initiative to hold early elections belongs to at least 2/3 of the unit’s students (see clause 4.1.).

4.6. The date of the extraordinary elections is determined by the head of the relevant unit.

4.7. Early elections are also held in the event of early termination of powers of a student council member.

4.8. The chairman of the student council, the deputy chairman of the student council, the executive secretary of the student council are elected at the first meeting after the formation of the student council by a simple majority vote of the members present (at least 2/3 of the total number) of the student council for a term of two years, but not more than two terms for all the time of training. The date of the first meeting after the formation of the student council is determined by the vice-rector in charge of student self-government. The student council chairman may be re-elected ahead of schedule.

4.9. The student council has the right to hold early elections for its leadership. The decision on early elections is made by a majority of the total number of members of the student council.

4.10. The composition of the student council and its leadership are approved by order of the vice-rector in charge of student self-government on the basis of relevant protocols.

4.11. By decision of the academic councils of institutes and faculties (not part of institutes) student councils of relevant structural divisions can be formed. The structure of such student councils includes members of the student council of the Academy elected in accordance with clause 4.16 of this Regulation from the relevant structural unit.

4.12. Representatives of the Academy management are entitled to attend meetings of the student council of the Academy.

4.13. Student Council Chair:
̶ presides over student council meetings. makes a draft agenda for student council meetings;
̶ monitors the implementation of student council decisions;
̶ organizes the implementation of decisions on behalf of the student council;
̶ approves student council meeting minutes;
̶ informs the student council at least once a month about their activities;
̶ annually informs students about the activities of the student council;
̶ performs other functions within the limits of the authority granted to him.

4.14. In the absence of the chairman of the student council, his functions are performed by the deputy chairman of the student council.
4.15. Student Council Executive Secretary:
- informs the members of the student council about the date, time, place and agenda of the meeting of the student council;
- keeps minutes of student council meetings;
- maintains an archive of student council documents;

4.16. The chairman, deputy chairman of the student council, chairmen of student councils of faculties, chairmen of colleges living in student dormitories of the RANEPA No. 1, No. 2, No. 3 and the secretary form the presidium of the student council.

4.17. The student council of the faculty, if necessary, forms and approves the composition of commissions (committees, working groups, etc.), which may include, along with members of the student council of the Academy, other students of the Academy.

5. Rights, obligations and early termination of powers of a member of the student council of the Academy

5.1. A member of the student council of the Academy has the right:
̶ take part in general meetings and attend meetings of the Presidium with the right of an advisory vote;
̶ elect and be elected to the presidium of the student council of the Academy;
̶ make suggestions to the activities of any bodies of the student council of the Academy;
̶ receive information on the activities of the student council of the Academy and the presidium;
̶ take part in the activities of the student council of the Academy.

5.2. A member of the student council of the Academy is obliged:
̶ comply with the legislation of the Russian Federation, the charter, the internal regulations of students of the Academy, the present regulation, other local regulatory acts of the Academy;
̶ participate in the activities of the student council;
̶ implement decisions made at student council meetings;
̶ help increase the credibility of the student council;
̶ take part in student council general meetings.

5.3. A member of the student council of the Academy who has received a disciplinary sanction is suspended from work until the end of the disciplinary sanction.

5.4. A member of the student council of the Academy who is on academic leave is temporarily suspended from work until the moment he leaves academic leave.

5.5. The powers of a member of the student council may be terminated ahead of schedule at his own request, as well as in cases of his recall or exclusion from the members of the student council.

5.6. A member of the student council has the right to prematurely terminate his authority on a voluntary written statement or on an oral statement at a meeting of the student council, recorded in the minutes of the meeting.

5.7. A member may be expelled from the student council at the initiative of the student council of the Academy. The initiative to expel a member is put forward by the chairman or group of members of at least three people at a meeting of the student council and is approved by a majority of all members of the student council of the Academy.

5.8. The grounds for initiating the expulsion of a student council member are:
- a systematic absence at student council meetings for two months;
- a systematic refusal to implement activities conducted by the student council.

5.9. The early termination of powers of a member of the student council is announced by order of the student council of the Academy. The date of election of a new representative is determined by the head of the relevant structural unit. Elections are held in accordance with the formation of the student council.

6. Interaction of the student council of the Academy with the structural units of the Academy

6.1. The Student Council of the Academy interacts with officials and structural units of the Academy on the principles of equality, mutual understanding, cooperation and responsibility.

6.2. The student council at the request of the academic council or the administration of the Academy provides performance reports.

6.4. Representatives of the structural units of the Academy may attend student council meetings.

6.5. The chairman of the student council of the Academy and one of his deputies, as representatives of students, recommend conferences of workers and students of the Academy for election to the academic council of the Academy.

7.1. The Student Council of the Academy interacts on equal terms with representatives of student councils of branches.

7.2. To optimize the activities of student councils, a Forum of student self-government bodies of the Academy is held annually (hereinafter - FOSSA).

7.4. Within the framework of FOSSA, the student councils work plan for the next academic year is approved and a plan report for the past period is formed.

7.5. Representatives of student councils of all branches have the right to take part in FOSSA in agreement with the chairman of the student council of the Academy.

8. Other Provisions

8.1. The activities of the student council may be terminated ahead of schedule by decision of the academic council of the Academy.

8.2. The Academy bears the expenses necessary to support the activities of the student council of the Academy.

8.3. To ensure the activities of the Academy provides for free use the premises (office), communications, office equipment and other necessary materials, facilities and equipment to the student council.

1. General Provisions

1.1. Student self-government is public association college students, which is a voluntary, self-governing, non-profit formation created on the initiative of students on the basis of a commonality of their interests to achieve the goals and objectives specified in this provision.

1.2. Student self-government builds its work on the basis of respect for human dignity and interests of the individual.

1.3. Student self-government operates on the basis of publicity and public reporting   about the results of their activities.

1.4. Student self-government in order to achieve the objectives carries out any activities   , not contradicting the current legislation and the Charter of the university.

1.5. The highest student self-government body is the College Student Conference.

1.6. Student self-government ensures the implementation of the educational function of the college, the organization of extracurricular activities with students, the participation of students in college management through interaction with the college administration at all levels of the management structure.

1.7. Student self-government legal entity
  is not. Student government uses the material, financial and other resources of the university in the prescribed manner.

2. Goals and objectives

2.1.Objectives:

The development of a comprehensive interesting and useful student life for the full realization of the personality.

Organization of systematic work to improve the mechanisms of student self-government at the level of a student group, department, college.

2.2.Tasks:

The revitalization of student self-government and the formation of a sustainable mechanism for its interaction with the college administration.

Holding competitions and contests between groups, departments in combination with strengthening the overall corporate spirit of the college.

Creation of interest societies (sections, clubs, creative groups, etc.) to fully meet the diverse needs of students in communication and self-realization, ensuring transparency and accessibility of information about the activities of the Student Council.

Attracting students to actively participate in various areas of public life at the university and college.

Carrying out activities to analyze the effectiveness and increase the level of the educational process (surveys, ratings, contests, round tables   meetings with employers).

Development of proposals to improve the quality of the educational process, taking into account the requirements of the modern market, scientific and professional interests of students. Presentation of these proposals by the administration of the university and college for their further development and implementation in practice.

Organization of events aimed at the formation of a holistic moral personality of the student (support veterans   , participation in charity events, work in medical institutions, meetings with leading figures in healthcare, science, culture, art, etc.).

Participation of representatives of the Student Council of the college in the preparation of documents relating to strategic decisions for the college, problems of student life, student rights, student rewards, as well as participation in resolving issues disciplinary liability   students (administrative recovery   , expulsion from college).

Carrying out activities aimed at establishing and strengthening ties, the exchange of experience with student organizations of other educational institutions of the city and territory.

2.3. The activity of student self-government of the college is based on the basic principles:

- principle of humanism:

Student self-government builds its work on the basis of respect for human dignity and interests of the individual;

The principle of democracy:

the activity of student self-government is based on a collective, free discussion and resolution of issues, collegiality, publicity, and constant consideration of the public opinion of college students;

- The principle of functional self-determination:

participants in student self-government activities voluntarily determine the degree of their participation;

- liability principle:

participants in student self-government activities are responsible for their activities, as well as for the results of their activities;

- principle of election:

governing bodies of student self-government of the college are formed on an elective basis;

- principle of representation:

members of student self-government elected to governing bodies, performing their functions, act on behalf of, on behalf of and in the interests of college students;

- principle of self-government:

student self-government body, the student council independently determines the functioning order, with the exception of key issues of college students' vital activity, the decision on which is taken jointly with the administration;

- principle of partnership:

strategic foundations of interaction between student government, college administration, social partners   and other organizations are partnerships.

3.Participants

3.1. Participants in student self-government are full-time college students who support the goals and objectives of student self-government and voluntarily participate in its activities without having to draw up the conditions for their participation.

3.2. Participants have equal rights, perform equal duties and cannot be discriminated against by race, religion, social or other affiliation.

3.3. Participation in student self-government is community work   for the benefit of the collective of students and is gratuitous.

3.4. Participants in student self-government have the right:

To elect and be elected to student government bodies,

Participate in college management through student council bodies;

Be delegated to represent the interests of student government college administration;

To make proposals on improving the work of student self-government;

Use the opportunities of student self-government for self-realization.

3.5. Participants in student self-government are required to comply with the Regulation on student self-government of the college.

4. Student government bodiescollege

For the effective organization of their activities, student self-government forms representative governing bodies.

The term of office of student government bodies is until the formation of a new composition of government bodies.

Management bodies of student self-government are formed taking into account the multi-level structure of the educational institution: student (study) group - department - college.

4.1. Conference   is the supreme governing body of student self-government. The conference is held annually at the dates set by the student council. Information on the date and the agenda   The conference is placed on the media of the Student Council (website, print media, information stands, etc.) no later than a month before it

The Conference is attended by delegates elected by the Participants in study groups in accordance with the quota established by the student council of the college.

Delegates to study groups are registered. Each registered delegate shall have one vote during voting.

The exclusive competence of the Conference includes:

Decision to amend the Regulation;

Election and recall of the chairman of student self-government;

The agenda of the Conference includes the following issues without fail:

Report on the activities of the Student Council for the year, discussion of the report, adoption of a resolution on the report containing an assessment of the activities of the Student Council and proposals for its development;

Other issues related to the competence of the Conference may be included in the agenda of the Conference.

Decisions at the Conference are made by open vote by a simple majority, unless otherwise provided by the Conference.

4.2. College Student Council–– a collegial body of student self-government operating at the level of an educational institution; representing the rights and interests of students before the leadership of the college, coordinating and monitoring the activities of student self-government bodies. The Student Council is formed on an elective basis for a period of 2 years.

4.2.1. The Student Council of the College performs the following functions:

To participate in the development and implementation of a system of rewarding students for achievements in various fields of educational and extracurricular activities, including those actively participating in the activities of the Student Council and the public life of the College of Pharmacy;

Consider and participate in the analysis of applications and complaints of students;

To request and receive in the prescribed manner from the university administration the necessary information for the activities of the student council;

To make suggestions on the optimization of the material and technical base of the college;

Directly participate in the planning, preparation, conduct and analysis of college extracurricular activities.

5.2.Student Council required:

To carry out work in accordance with this Regulation and the student council activity plan for the academic year;

Support socially significant student initiatives;

Promote the creation of the necessary social conditions, as well as conditions for study and relaxation of students ;

Within five working days, consider all applications and appeals of students entering the Student Council;

Inform students about university activities related to the student masses;

Inform the college administration of their activities.

6. The structure of college student government(see Appendix No. 1)

5.1. The Student Council forms and approves the composition of the sectors. By decision of the Student Council of the college, additional sectors may be created, including temporary ones.

5.2. The sector is led by a sector chairman, elected by all members of the college student council.

5.3. The work of the sector is carried out in the form of meetings, which are held as necessary, but at least once every two weeks.

5.4. The structure of a student council may include a student council of a hostel.

7.1. Educational research sector:

Promotes the improvement of the educational process, academic performance and academic discipline, the creation of the necessary conditions for the rational use of educational time;

Provides control over students' daily compliance with internal rules in classrooms, dormitories, in the surrounding area and during holidays;

Represents and protects student rights;

Carries out monitoring of the sanitary condition of classrooms, common areas, canteen;

Coordinates at the college level the organization of duty, general cleaning;

Contributes to the implementation of the project “College - a smoke-free zone”;

Participates in the organization of student labor groups.

7.3.Civil-patriotic sector:

Organizes thematic holidays dedicated to significant dates of the Russian state;

Organizes actions aimed at strengthening friendship between students of different nationalities;

Organizes patronage for former college teachers - retirees;

Participates in events of the patriotic orientation of the district, city, region, Russia.

7.4.Leisure sector:

- contributes to the development of students' creative potential, attracting those wishing to participate in amateur art circles, student holidays and competitions;

Forms the traditions of the college (Knowledge Day, Student's Day, Health Day, Student Initiation, Mother's Day, College Anniversary, Talent Competition, Teacher's Day, Open Day, etc.);

Develops rituals (presenting student ID card, first-year graduation, graduation, adoption of a student’s code of ethics, granting scholarships, rewarding winners based on the results of competitive programs, etc.);

Organizes the work of amateur art groups;

Spends thematic holidays;

Organizes group visits to theaters and concert programs;

Organizes student festivals, talent contest, KVN;

It liaises with city cultural institutions, youth centers;

7.5.Sports sector :

Provides timely information to students and the college administration about the activities of student self-government;

7.7.Volunteer movement:

Motivates college students to provide effective assistance and solve the problems of people in need of support;

It implements the projects “Peer educates an equal”, “With a trace of peace”, “There are no strangers to children”, “We are against AIDS”, “Young Family” and others in college and other educational institutions of the city;

It contributes to the implementation of the health-saving Program, the project "College - a smoke-free zone" in a college, a city.

7.8. Career Guidance and Employment Sector

Assists students in planning and social-legal orientation for an effective career of graduates;

Organizes a career guidance campaign;

Organizes an open day for applicants;

Participates in the formation of social competencies of students necessary for promotion in the labor market.

8. Group meeting   It is the main self-government body at the level of the study group and is held at least 1 time per month.

8.1. The operational executive body of the group’s self-government is   Group Asset. The group’s asset includes the headman, deputy. Wardens and sector leaders, according to the proposed structure of college student government.

8.2. The old age of the group is appointed by the head of the department after the formation of the study group of students enrolled in the first year and approved by the head of the college. In the future, the nominee of the head of the department is recommended by the group meeting.

8.3. The asset of the study group is elected at the general meeting of the group by open vote by a simple majority of those present.

8.4. The activity of the study group Asset and the elder is monitored by the group curator.

9. Starostat   - is one of the forms of student self-government, this is a council uniting the head of the educational groups of the department, actively interacting with the head of the department, the student council of the college, which is the link between the student body and the college administration. The work of the headman is coordinated by a coordinator from among the young teachers of the department, appointed by the head of the department.

Informs students about decisions, events held at the college;

Monitors and facilitates the implementation of decisions and administration orders   college and student council;

10. Dormitory Council   - An autonomous body of the Student Council in charge of all spheres of life of students living in the hostel. The dormitory council includes the elders of the floors, which are selected from among students who have expressed a desire to work and are approved at meetings of the dormitory council.

11. Criteria for the effectiveness of student self-government

12. Ways to develop student self-government

12.1.One of the main ways of developing student self-government in a college is integration, establishing cooperation with student self-government bodies of the university, educational institutions of the city, youth centers, youth public organizations, with the aim of solving joint problems of organizing educational and extracurricular activities, students and youth.
